Description

The object of the contract is the establishment and operation of the "NRWinnovativ Competence Centre". The objective of the competence centre is to strengthen the innovative power of North Rhine-Westphalia by means of new and forward-looking approaches in cooperation with industry, science, politics and society. The activities of the NRW.innovativ competence centre can be divided into two superordinate areas of responsibility:- Area of responsibility 1: Strengthening and optimisation of the NRW innovation ecosystem;- Area of responsibility 2: Monitoring, foresight and strategy to ensure the long-term competitiveness of the NRW innovation ecosystem.The two areas of responsibility are interlinked and provide each other with mutual impulses in terms of content; the mission is intended to make a significant contribution to fulfilling the fundamental prerequisites stated in COM (2018) 375 final ANNEX 4 for the political goal of "A more intelligent Europe through the promotion of innovative and intelligent economic change", which can be accessed at https://eur-lex.europa.eu/resource.html?uri=cellar:26b02a36-6376-11e8-ab9c-01aa75ed71a1.0001.02/DOC_2&format=PDF.
The subject of the contract consists of 2 task areas, which in turn consist of different work packages, which are described in more detail below: Several work packages include the organisation and implementation of different event formats. The general conditions as well as the concrete tasks of the contractor (AN) are outlined in Annex 1 to this service description. The tasks are subject to dynamic processes. It is therefore possible that the tasks and requirements for the Contractor described above may change. The tasks in detail can therefore be adapted during the term of the contract in agreement between the CL and the CO, provided that no substantial changes are involved.3.1. task area 1:Strengthening and optimisation of the NRW innovation ecosystemThe services to be provided in task area 1 are divided into the following 4 work packages:3.1.1. efficient networking of the relevant actors in the innovation ecosystem,3.1.2. strengthening of innovation actors in the regions,3.1.3. improved use of the existing technology transfer infrastructure,3.1.4. strengthening of the NRW innovation ecosystem through Europe-wide networking,3.2. Task area 2:Monitoring, foresight and strategy to ensure the long-term competitiveness of the NRW innovation ecosystemThe services to be provided are divided into the following 4 work packages:3.2.1. monitoring innovation policy trends,3.2.2. mobilising the expertise of state-wide clusters and networks to identify long-term thematic synergy potentials,3.2.3. developing excellence projects,3.2.4. Future forums on entrepreneurial innovation strategies,3.3. other tasks,3.3.1. developing a key visual:An appealing key visual must be developed for the competence centre that does justice to the importance of the topic of innovations in the economy for North Rhine-Westphalia, increases recognition value, is catchy and unmistakable, and is suitable for attracting attention and remaining in the public's memory. The key visual is to be used consistently on the Internet platform, business cards, letterheads, advertising materials, social media, etc. Research prior to development must ensure that the key visual to be developed by the contractor does not infringe the rights of other trademark owners. The requirements of the guidelines on North Rhine-Westphalia design must be taken into account. The unrestricted and sole rights of use of the key-visual are to be transferred to the client,3.3.2. innovation and learning platform:An important component of the services to be provided is the conception, construction, operation and maintenance of an innovation and learning platform. This platform should be used to communicate and share relevant information, to ensure communication with the target groups and to realise the intended matching between technology enquirers and providers. The platform to be created forms the information-technical framework for all measures in the project: content and texts are to be developed together with the client and closely coordinated with him. A layout with a picture and graphic concept is to be designed and agreed with the client (see also Key-Visual, 3.3.1). The innovation and learning platform should meet the following requirements:- Continuous use both as a desktop version and for mobile devices;- Accessibility;- Communication channels for sending out information (newsletter etc.) as well as the inclusion of external information in particular. The functionalities should at least include:-- Overview and entry page with basic information and selected highlights;-- Daily updated calendar and news channel on the activities of the actors of the NRW Innovation Ecosystem or the NRW Innovation Ecosystem as a whole;-- Daily updated calendar and news channel on the activities of the actors of the NRW Innovation Ecosystem or the NRW Innovation Ecosystem as a whole information and best-practice examples on the topics of technology transfer and innovation as well as the provision of methodological knowledge (at least one editorial contribution per week);-- Transparent, researchable overview of the technology transfer infrastructure in NRW;-- Functionality to bring together suppliers and consumers of technologies (Matching Tool). The tool should require little editorial effort and, if possible, focus on innovative procedures for bringing together supply and demand.3.3.3. cooperation with the client:The work of the competence centre is carried out in close coordination with the client.The following coordination dates are planned:- directly after the start of the work, an approx. half-day kick-off meeting is held;- for the further course of the project, half-day strategy meetings are planned every 6 months, which are to be prepared with a status report on the work packages described under 3.1 and 3.2. The monthly reports are to be summarized for the half-yearly meetings;- in monthly jour fixes the contractor reports on activities and results and coordinates the upcoming work with the client. For these jour fixes, 2 hours are to be scheduled in each case.
