This consultation concerns the award of a global public contract for the design and construction, within the meaning of Article L. 2171-2 of the French Public Procurement Code, of 300 student housing units in Villeneuve d'Ascq.
The design-build public contract includes the design and construction of 300 student housing units on the Cité Scientifique campus in Villeneuve d'Ascq, as part of an overall strategy undertaken by the CROUS to rehabilitate its real estate assets on the Cité Scientifique campus in Villeneuve d'Ascq. This approach, framed by the implementation of a real estate master plan, provides for the partial rehabilitation or demolition/reconstruction of several university residences dating from the 1960s and 1970s. The aim is to offer an attractive and competitive rental offer that will enable students to benefit from comfortable and quality accommodation. The Galois residence, which is part of the current operation, has already begun its metamorphosis with a first phase that saw the construction of 300 new housing units and a second phase that saw the renovation of four bars of existing housing and the demolition of a fifth. The programme of the current operation involves the construction of 300 additional new housing units within the residence. The project will include studios with a target surface area of between 16 m2 and 18 m2, 5% adapted PMR housing, 1-2 company housing units, conviviality areas, workrooms, sports facilities (weight training and fitness), laundries and support premises. The principles of eco-design and bioclimatic design will have to be at the heart of the design work, as well as the notions of maintainability and ease of operation, in a logic of sobriety.Justification of the design-build procedure: article 69-I of the ELAN law, modified by article 16 of the ordinance no. 2018-1074 of 26.11.2018 on the legislative part of the code of public procurement, provides that the CROUS benefit from an unconditional use of design-build for the construction of assisted rental housing.
