Description
Enedis has decided to regroup some of its so-called mixed activities (tertiary and business) in the Vosges sector on one site in the Epinal conurbation and one site in the Vittel conurbation in order to strengthen the synergies of its businesses.Enedis is thus looking for :- a mixed-use building to be leased as part of a BEFA to meet its specific needs as specified in the forthcoming consultation documents in the Epinal conurbation- a mixed-use building to be leased as part of a BEFA to meet its specific needs as specified in the forthcoming consultation documents in the Vittel conurbationFitting out work on the premises on behalf of Enedis will be required, in accordance with the documents of the forthcoming consultation, before the date of delivery of the buildings, which is the date on which the BEFAs take effect.The consultation concerns the 2 projects with a common rating.
Enedis has decided to group 2 projects in a single tender. The candidate must respond to both projects. The potential winner will be retained for the 2 projects.Common characteristics of the land: The land proposed will be - in a non-floodable area, - outside the SEVESO zone, - with an archaeological risk that has been or is being investigated, - in an area that is not subject to the Architectes des Bâtiments de France, - outside the airport zone, - with the least possible difference in level to allow easy access for our vehicles in complete safety, - close to the main traffic routes,EPINALEnedis would like to regroup about 150 employees already present in the Epinal region, spread over several sites, in a single mixed-use building (tertiary and business) in the Spinal area, in the immediate vicinity of major roads, in particular the RN 57.The targeted areas are primarily- The "le saut le cerf" area, which covers the municipalities of JEUXEY and EPINAL- The INOVA 3000 area in the municipality of THAON LES VOSGES- The area in the municipality of CHAVELOTThe areas where Enedis does not wish to set up- The town of GOLBEY- The town of ARCHESIt should have the following surface areas- Office areas of approximately 2160 m²- Technical premises and closed garages of approximately 1630 m²- Open shelters of approximately 1630 m²- Office areas of approximately 2160 m²- Closed garages of approximately 1630 m²- Open spaces of approximately 1630 m²- Open spaces of approximately 1630 m²- Open spaces of approximately 1630 m²- Open spaces of approximately 1630 m²- Open spaces of approximately 1630 m²- Closed spaces of approximately 1630 m²- Closed spaces of approximately 1630 m²- Open spaces of approximately 1630 m²- Open spaces of approximately 1630 m²- Open spaces of approximately 1630 m²- Open spaces of approximately 1630 m²- Open spaces of approximately 1630 m²- Closed spaces open shelters surface area of approximately 770 m²- outdoor storage surface area of approximately 520 m²- number of light vehicle places of approximately 190 placesVITTELEnedis wishes to relocate approximately 15 agents to a new site located in the Vittel areaThe targeted areas are primarily- the ZA de VITTEL - LA CROISETTE- VITTEL- CONTREXEVILLE- HAREVILLEThe areas where ENEDIS does not wish to locate due to road service issues.- NORROY- THEY SOUS MONFORT- LIGNEVILLE- VALLEROY LE SECIt should have the following surface areas- office space of approximately 254 m²- surface areas of annexed technical premises and closed garages of approximately 182 m²- surface areas of open shelters of approximately 174 m²- surface areas of outdoor storage of approximately 280 m²- number of light vehicle spaces of approximately 25 spacesThe candidates wishing to establish their proposal on this zone, The operators will be free to propose to ENEDIS a land established on the reserved areas or any other land meeting the above criteria.The building to be built will comply with the regulations in force: Labour Code and RE2020.it will also comply with the sustainable development policy of ENEDIS (Certivéa level E3C1 certification, a photovoltaic installation with a third party investor, green roofs, light-coloured asphalt). All the requirements will be detailed in the consultation file.These surfaces are provided to the nearest +/-10% compared to the surfaces which will be specified in the Rules of Consultation to come.the buildings will have to be obligatorily new.the delivery of the building (work of development Tenant completed) will have to intervene in the 12 months following the signature of the contract and at the latest on 01/10/2024. The execution of the Tenant's fitting out works will be entrusted to the Lessor.The Contractor will be entrusted by ENEDIS with the following missions:- Design, undertake and follow all the studies that allow the construction of the buildings as specified in the documents of the forthcoming consultation- Carry out and follow all the administrative procedures in close liaison with ENEDIS- Carry out the TCE works including the fitting out works of the Tenant until their perfect completion- Carry out and follow the actions allowing to ensure the energy and acoustic performance of the building and the fittings- Operate the technical equipments of the building
