Description

1 The subject of the contract is the provision of comprehensive cleaning services for the buildings of the Podkarpackie Voivodeship Office in Rzeszów and its Delegations in Przemyśl, Krosno and Tarnobrzeg. (2) The proceeding shall be conducted as an open tender on the basis of the Act of September 11, 2019. - Public Procurement Law (Journal of Laws of 2022, item 1710, as amended), hereinafter referred to as "the PPL" and the SWZZ. (2) The Contracting Authority provides for the application of the so-called "reverse procedure" referred to in Article 139(1) of the PPL, i.e. the Contracting Authority will first examine and evaluate tenders, and then perform the subject qualification of the Contractor whose tender was evaluated the highest in terms of lack of grounds for exclusion and fulfillment of the conditions for participation in the procedure. (3) Pursuant to Article 310(1) of the Public Procurement Law, the Contracting Authority provides for the possibility of cancelling the proceedings in question if the funds that the Contracting Authority intended to allocate to finance all or part of the contract have not been awarded to him. (4) The Contractor shall be excluded from the award procedure on the basis of: a) Article 108 (1) and Article 109 (1) (2), (4) to (9) of the PPL, b) Article 7 (1) of the Act of April 13, 2022 on special solutions to prevent support for aggression against Ukraine and to protect national security (Dz. Laws, item 835), c) Article 5k of Council Regulation (EU) No. 833/2014 of July 31, 2014 concerning restrictive measures in connection with Russia's actions destabilizing the situation in Ukraine (OJ. Official Journal of the EU No. L 229 of 31.7.2014, p. 1), as amended by Council Regulation (EU) 2022/576 on amending Regulation (EU) No. 833/2014 concerning restrictive measures in view of Russia's actions destabilizing the situation in Ukraine (Official Journal of the EU No. L 111 of 8.4.2022, p. 1) 5. The Contractor shall attach to its bid a statement current as of the date of submission of the bids that it is not subject to exclusion and meets the conditions for participation in the procedure. in the form of: a) a Single European Procurement Document - Annex No. 1 to the SWZ; b) a statement of no grounds for exclusion referred to in paragraph 6 letters b and c - Annex No. 2 to the SWZ. (6) In order to confirm the absence of grounds for exclusion of the Economic Operator from participation in the procedure and fulfillment of the conditions for participation in the procedure, the Contracting Authority shall demand subjective means of proof specified in the SWZ. (7) The Contracting Authority shall require submission with the bid necessary for the conduct of the proceedings of subjective means of proof to confirm that the offered supplies meet the requirements, characteristics or criteria specified by the Contracting Authority - in accordance with the requirements specified in the SWZ. (8) Detailed information on subject and object evidence and documents and statements submitted by Contractors, Contractors / persons having their registered office or place of residence outside the territory of the Republic of Poland, Contractors jointly applying for the award of the contract are contained in the SWZ. (9) The Contracting Authority does not provide for an electronic auction. (10) The Contracting Authority does not provide for submission of a bid in the form of electronic catalogs. (11) The Contracting Authority shall not conduct proceedings to conclude a framework agreement. (12) The Contracting Authority does not reserve the possibility to apply for the award of the contract only by the Contractors referred to in Article 94 of the PPL. (15) The Contracting Authority shall not specify additional requirements related to the employment of persons referred to in Article 96(2)(2) of the PPL. 16. due to the limited number of characters of the announcement form, for detailed information, please refer to the SWZ.

Cleaning of 2 PUW buildings in Tarnobrzeg by a minimum number of 5 employees including: - 1 Maja Street 4a, minimum number of employees: 4; - M. Dabrowska Street 6a, minimum number of employees: 1. cleaning of 2 buildings of the PUW in Przemyśl by a minimum number of 2 employees including: - 10 Mickiewicza Street, minimum number of employees: 1; - 13 Wodna Street, minimum number of employees: 1.
