Technical Support and Service Maintenance – Harrington, PE
REQUIREMENT:
The Harrington Research Farm in Harrington, PE requires technical support and service maintenance for the building Automation System (BAS) Automated Logic, WebCTRL, acquired in 2001 and updated in 2013.
Agriculture & Agri-Food Canada requires a 5 year contract for technical support and service to the BAS Harrington “Automated Logic Control (ALC) System” to include:

 Calibrate and verify operation of all electronic actuators, sensors, valves, relays, starters, coils, power to controls components, transducers and digital switches. Confirm programming and backup database.
BAS to be carried out by quality trained technicians directly employed by Memco Controls Ltd.
Provide 24 hours per day, 7 days per week emergency service. 
Provide four (4) hours of telephone support per year.
Provide two (2) site visits a year. Site visits are to be a minimum of three consecutive days per visit. The visits are to take place in the months of May and November.
Contractor shall provide a detailed electronic report within 15 days of the bi-annual service to the Facilities Manager, detailing all inspection findings, recommendations as well as gas defection results. CONTRACT PERIOD:
The contract will be for one (1) year, start date of October 01 2019 to September 30, 2020. 
With the option to extend the duration of the contract by up to four (4) additional one (1) year periods under the same terms and conditions.

SOLE SOURCE JUSTIFICATION:
All buildings located at the Harrington Research Farm currently have a building automation system that is supplied and serviced by Memco Controls. The controls and software are proprietary to Memco Controls.
ACAN NOTICE:
You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process.
Inquiries on Submission of Statement of Capabilities
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing, either via letter, facsimile or Email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities in block letters.
The Crown retains the right to negotiate with suppliers on any procurement.
