Description

The subject of the contract is the rebuilding of the northern island breakwater located in the Northern Port in Gdańsk, with a length of 1,625 m, rebuilding of the unused IBW-PAN station and raising the breakwater's parapet crown along a stretch of 330 m. The objective of the project is to maintain the technical efficiency and use value of the breakwater after nearly 40 years of use.
The scope of construction works on the breakwater includes:- repair and strengthening of the breakwater chicanes' surfaces,- repair of the horizontal surface of the expansion chamber,- repair and strengthening of the vertical surfaces of the breakwater's parapet on the seaward and offshore sides,- repair of the horizontal surface of the traffic lane on the seaward side of the breakwater,- repair of damaged external seals of the breakwater box locks,- repair of the motor boat mooring at the breakwater's heads,- dismantling of the research station of the Institute of Waters Research of the Polish Academy of Sciences (IBW PAN) and construction of a typical structure of the breakwater superstructure with an expansion chamber,- raising the crown of the breakwater's parapet by 80 cm to the ordinate of +4.90 m (A) in the flooded back-up section,- replacement of damaged ladders, railings and fender beams,- execution of a new navigation marking at the breakwater's breakwater and both breakwater's heads.The works will be carried out in the direct vicinity of the fuel reloading station of the fuel base operator (PPPP "Naftoport" Sp. z o.o.). The Contractor shall organize the works in such a manner so as not to interfere with the operation of the fuel base. The Contractor shall be obliged to "continuously" agree on the conditions of the works with the fuel base operator. Construction works shall be performed on the basis of FIDIC contract conditions: "Contract Conditions for Construction for Engineering and Construction Works Designed by the Contracting Authority (FIDIC 1999, 4th edition 2008)", (the text in Polish is applicable), as amended by the contents of the special conditions.In the event that a trademark, patent, source origin or a special process that characterizes the products or services supplied by a particular Contractor has been indicated in a part of the SWZ (e.g. technical specification for the execution and acceptance of works), or there has been an indication of standards, European technical evaluations, and technical reference systems referred to in Art. 101 (1) (2) and (3) of the PPL Act, the Contracting Authority shall accept solutions that are equivalent to those indicated in the documentation, provided that they ensure achievement of technical parameters that are not worse than those assumed in the documentation and that they are consistent as regards: overall dimensions and design (size, type, physical properties, number of components), utility character (identity of functions), material characteristics (type and quality of materials), technical parameters (strength, durability), operational safety parameters. It should be assumed that each time, the indication of a mark, patent, origin, process or technical evaluation standard, technical specifications or technical reference system, is accompanied by the wording: "or equivalent".Materials and equipment used for the performance of the contract should correspond, in terms of quality, to the requirements of products admitted to trading and use in construction specified in the Act of 7 July 1994 Construction Law (i.e. Journal of Laws of 2021, item 1333, as amended), the Act of 16 April 2004 on construction products (i.e. Journal of Laws of 2020, item 215, as amended) and the requirements of the technical specifications, execution and acceptance of works and the SWZ.Description of the Contracting Authority's requirements for performance and acceptance are specified in: - description of the subject of the contract (OPZ) - appendix no. 4 to the SWZ,- draft contractual provisions - appendix no. 5 to the SWZ.All requirements specified in the documents referred to above are minimum requirements, and their fulfilment is mandatory. Failure to meet the above minimum requirements shall result in rejection of the bid as inconsistent with the terms of the contract pursuant to art. 226 item 1 point 5 of the PPL Act. 36 months,- 36 months warranty period for the subject matter of the contract.
