Description
The commune of Bousbecque has a population of around 5,000 in the Vallée de la Lys area of the Lille European Metropolis. The 6.5-hectare site stretches along the river Lys and the rue de Wervicq, and has been occupied by 28,147 m² of unused warehouses since 2009.
Against this backdrop, the Château site represents an opportunity for Bousbecque to develop an innovative project for the conversion of a heavily waterproofed industrial wasteland, to meet the need for social housing production, to promote residential mobility and the need for new community facilities. The project will mainly focus on housing, and will reinforce the metropolitan green network linked to the river Lys.
Following public consultation and the pre-operational study, which will run until September 2019, MEL wishes to set up a development concession in order to control the quality of this public operation.
The planned program includes housing, shops, amenities and public spaces.
The main development objectives of this redevelopment project are :
- preserve the history of the site, highlighting and preserving the traces of the Château;
- propose a mixed-use project: mixed programming (200 housing units, a community facility - a village hall -, a natural green space), mixed architecture (beguinage, intermediate housing, collective housing) and mixed social housing (around 40% social housing) in a commune with a shortage of social housing under the SRU law;
- open up to the river Lys, with the creation of a green belt bordering agricultural land;
- develop a strong landscape to support biodiversity;
- be in line with current sustainable development trends in terms of renewable energies, rainwater recovery, waste management and soft mobility.
The planned construction program includes around 200 housing units, with a clear social mix and a minimum of 40% social and very social rental housing.
On April 14, 2023, the Metropolitan Council decided (no. 23 C 0067) to launch a competitive bidding process with a view to appointing the concessionaire.
