View Changes ** The purpose of Amendment 0002 to solicitation W519TC-24-R-0002 is to answer questions from industry.
The U.S. Army Contracting Command - Rock Island, on behalf of the Project Lead for Joint Ammunition and Weapon Systems, Picatinny Arsenal, NJ is issuing a competitive Request for Proposal (RFP) W519TC-24-R-0002 for the BDU-50 D/B CDI Practice Bombs with MHU-149/E Pallet (NSN:1325-01-607-6844) or MHU-122/E Pallet (NSN: 1325-01-607-6840) restricted to the United States or its outlying areas as authorized by 10 U.S.C. 3204(a)(3) and Federal Acquisition Regulation (FAR) 6.302-3.
The U.S. Government intends to award a single Firm Fixed Price (FFP), five-year, Indefinite Delivery Indefinite Quantity (IDIQ) contract to the Offeror whose proposal represents the best value to the U.S. Government, nonprice and price factors considered IAW RFP W519TC-24-R-0002.
The NAICS code for these items is 332993, Ammunition (except Small Arms) Manufacturing, with a business size standard of 1,500 employees.
TECHNICAL DATA PACKAGES: The Technical Data Package (TDP) associated with the BDU-50 D/B CDI Practice Bombs is classified as Distribution D, limited distribution authorized to the Department of Defense (DoD) and U.S. DoD Contractors Only. These documents contain technical data whose EXPORT is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979, as Amended, titled, 50 U.S.C. App 2240 Et Seq. Violations of these export laws are subject to severe criminal penalties. Dissemination shall be in accordance with 3/6 provisions of DoD Directive 5230.25. If Offerors want to be certified in order to receive the Technical Information for this solicitation, they must fill out a registration form at:

Offerors must request explicit access through the "attachments/links" tab in SAM.gov under RFP W519TC-24-R-0002, in order to obtain the Technical Information for this solicitation. Further, an Offeror must have an approved DD Form 2345, Military Critical Technical Data Requirement, on file with the Joint Certification Program (JCP) in order to be granted access to the Technical Information. Restricted technical data will not be available to an Offeror who has not been certified.
