The Federal Aviation Administration (FAA) will conduct an industry days at FAA offices in Atlanta, GA, Fort Worth, TX and Seattle, WA on November 19, 2019 to welcome qualified vendors capable of providing all personnel, equipment, tools, materials and supervision for a broad range construction services.

The purpose of industry day is to address the following:

1. The FAA will provide a program overview and preliminary requirements.

2. Vendor one-on-ones will have the opportunity to meet with FAA representatives to present their company information and provide feedback on the preliminary requirements.

3. To gage the ability of the marketplace to provide regional and nationwide construction services.

4. To gage the interest of capable vendors that fall into the following categories: large businesses, small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms that can provide a wide range of construction services. A determination by the Government not to compete this requirement as a set-aside based upon responses and other market research is solely within the discretion of the Government.

The FAA is considering issuance of a Firm-Fixed Price (FFP) Basic Ordering Agreements (BOAs) to support the following two programs, but not all inclusive:

a. EnRoute Facilities Planning and Modernization Program supports EnRoute Air Traffic operations and service level availability through facility life cycle program management of the 21 Air Route Traffic Control Centers (ARTCCs), the Combined EnRoute Radar Approach Control Facilities (CERAPs) at San Juan and Guam and other FAA owned, operated, or sponsored facilities.

b. Terminal Facilities Office Planning and Execution Program supports the construction of new and replacement of Airport Traffic Control Tower (ATCT) and Terminal Radar Approach Control (TRACON) facilities within the National Airspace System (NAS), in addition to the repair, maintenance and upgrading of these facilities throughout their lifecycles.

Background: The mission of the FAA Terminal Facilities Planning and Execution Team and EnRoute Facilities Planning and Modernization Team is to modernize and sustain the air traffic control and radar approach facilities that comprise almost 400 million gross square feet. Many facilities in the NAS operate 24-hours per day and provide services critical to safety. The continued operation of all equipment in the NAS and the safety of life and property are paramount considerations in all work conducted under this contract.

BOA Scope of Work: Vendors shall furnish all personnel, equipment, tools, materials and supervision to accomplish a broad range construction services including, but not limited to design, design-build, build, new construction, repair, alteration, demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, electrical, mechanical (including HVAC), painting, carpentry, roofing, millwork, road repair, and other specialty and general construction. All work will be ordered by the Contracting Officer using BOA Call Orders. Call Orders will identify the scope of work, schedule, deliverables, and acceptance criteria.

The FAA anticipates issuing BOAs for the following thresholds:

1. SMALL BOA - REGIONAL

• Projects ranging from $10K-$500K

• Regional Service Areas (Eastern, Central, Western)

• 3 vendors per Service Area

2. MEDIUM BOA - REGIONAL

• Projects ranging from $500K-$2M

• Regional Service Areas (Eastern, Central, Western)

• 3 vendors per Service Area

3. LARGE BOA - NATIONWIDE

• Projects ranging from $2M and greater

• 3 vendors

The FAA require prior FAA experience for some, but not all projects. The Principal North American Industry Classification System (NAICS) code applicable to this requirement is 236220 Commercial and Institutional Building Construction. The business size standard for this NAICS is $39.5 million.

***The FAA will NOT pay for travel costs or costs incurred in preparation for any presentation material. Any cost associated with attending an industry day is solely at the vendor’s expense.

The government requests that vendors send representatives to only one location.
