Description

Via this publication, the Free and Hanseatic City of Hamburg is seeking a contractual partner for the issuance and loading of virtual and physical credit-based debit cards as so-called "social cards" from summer 2023 for an initial period of four years. These are to be issued as virtual and plastic cards. Applicants are to submit a written offer and present the implementation.FHH is required by law to pay regular cash benefits on specified dates to persons entitled to benefits under the German Social Code (SGB) for asylum and social assistance benefits.
For persons entitled to benefits without a current account, automated transfers are made from the PROSOZ social assistance procedure to the SAP cash office, which are paid out to the persons entitled to benefits in cash at FHH payment offices. This procedure will have to be replaced in the future, as logistical and personnel capacities have been exhausted, customer service is to be improved, and cashless payment transactions are to be pushed in the context of increasing digitization. Since further cash payments are also processed via the payment office to a very small extent, the "social cards" should also be able to be topped up from other specialist procedures, such as Drive, in addition to PROSOZ.Virtual and physical credit-based credit debit cards, so-called "social cards", are to be issued, which can be topped up with credit amounts via virtual IBAN (1:1 relationship) in trust via the provider's software. The accounts behind the cards may only be kept in credit. Overdrafts may not be possible.Eligible beneficiaries shall be sent electronically to email addresses collected by the Department of Social Services a link to install a smartphone app and store the digital credit-based credit debit cards. The virtual credit-based credit debit cards are then to be used via ApplePay or GooglePay. Secret PINs, or alternatively Face ID, are used for this purpose. In the app to be installed on the smartphone, the beneficiaries are to receive an overview of incoming and outgoing payments. Users of the plastic card are to receive this overview via an individual log-in on a website of the contractor.An individual virtual technical IBAN must be set up for each service recipient. The necessary personal data is transmitted by the relevant department. The department shall pay the amounts of money intended for loading the card to the IBAN by SEPA transfer. The contract partner is to receive these in a secured escrow account and make them available on the respective credit-based credit debit cards. The credit-based credit debit card shall enable cash withdrawals at ATMs and cashless payments in retail outlets and on the Internet.The respective departments must be able to block individual cards at any time by authorized employees via a portal of the contractor, to make immediate payments and, if necessary, to exclude individual sectors (e.g., gambling) from payment.For service recipients without smartphones, FHH initially requires 300 physical cards (plastic cards) that do not differ visually from conventionally issued credit cards and can also be topped up electronically via the provider's software using an associated virtual IBAN. It must be possible to reorder with a delivery period of max. 14 days.
