The subject matter of the contract is the performance of comprehensive banking services for the budget of the municipality of Polkowice and its organizational units, together with a short-term credit in the current account of the budget, for a period of 26 months from the date of conclusion of the contract (no sooner than from 1.8.2021).
The subject matter of the contract is the performance of comprehensive banking services for the budget of the Municipality of Polkowice and its organizational units for 26 months from the conclusion of the contract (no sooner than from 1.8.2021), including: 1. opening and maintenance of bank accounts;2. interest on cash;3. making a short-term credit available in the current account of the budget;4. provision of an electronic banking system;5. execution of domestic and foreign transfer orders from the accounts of the Employer and his organizational units (submitted electronically and in paper form);6. provision of mass payment services;7. 8. accepting payments for the Ordering Party via POS terminals;9. issuing and servicing payment cards;10. generating and delivering bank statements to the Ordering Party and its organizational units;11. 11. providing the Ordering Party and its organizational units with a bank advisor dedicated to cooperation with the Ordering Party, including its organizational units;12. issuing documents within the scope resulting from providing banking services.Banking services should cover the Municipality of Polkowice and the organizational units listed below (budget units: 15, budget establishment: 1).List of units: 1) Jan Wyżykowski Primary School No. 1 in Polkowice;2) Kornel Makuszynski Primary School No. 2 in Polkowice;3) Arkady Fiedler Primary School No. 3 in Polkowice;4) Maria Skłodowska-Curie Primary School No. 4 in Polkowice. Maria Skłodowska-Curie in Polkowice;5) Tadeusz Kościuszko Primary School with Integrated and Special Education in Jędrzychów;6) Municipal Kindergarten no. 2 "Słoneczko" in Polkowice;7) Municipal Kindergarten no. 3 in Polkowice;8) Municipal Kindergarten no. 4 im. Teddy Bear Uszatek in Polkowice;9) Municipal Kindergarten no. 5 in Polkowice;10) Municipal Kindergarten no. 6 with Integration and Special Branches in Polkowice;11) Municipal Nursery no. 1 "Krasnal" in Polkowice;12) Municipal Police in Polkowice;13) Social Welfare Centre in Polkowice;14) Polkowice Municipality Office;15) Polkowice Municipal Enterprise;16) Polkowice Municipal Transport Company; as well as each new organisational unit of the Municipality.A detailed description of the subject matter of the contract is included in the Terms of Reference.The Contracting Authority intends to apply the procedure provided for in art. 139 item 1 of the Public Procurement Law (the so-called reverse procedure). This means that the Contracting Authority may first examine and evaluate the tenders and then qualify the Economic Operator whose tender was awarded the highest mark with respect to absence of grounds for exclusion and meeting the conditions for participation in the procedure. In the present proceeding the Contracting Authority does not provide for the possibility of applying the procedure under Art. 139(2) of the Public Procurement Law. This means that Economic Operators shall submit with their tender the statement referred to in Article 125(1) of PPL. The Contracting Authority, pursuant to Article 95(1) of the PPL, requires the employment under an employment contract by the Contractor or his Subcontractor of persons performing the following banking service activities during performance of the contract in question- accepting transfers for execution,- accepting cash payments to bank accounts,- making cash withdrawals,- issuing certificates, opinions and other documents resulting from the banking service of the budget of the municipality of Polkowice,- preparing bank statements,- analysing the economic and financial situation of the Ordering Party and processing applications for overdrafts,- processing complaints and claims submitted by the Ordering Party, including its organisational units,- current coordination of activities related to banking service.The contract completion date is 26 months from signing the contract not earlier than from 1 August 2021.
