1. This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. The Government anticipates a Firm-Fixed Price Purchase Order will be issued from this solicitation.
2. This requirement is being solicited as Request for Quotation (RFQ). The RFQ number is NIH-RFQ-5241280.
3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular changes to total small business set-aside 2019-01, dated 1-22-2019.
4. This requirement is solicited as a total small business set-aside. The North American Industrial Classification System (NAICS) code for this procurement is 334515. It's associated Small Business Size Standard is 750 employees.
5. Item: The vendor shall provide the following in the quantity specified below.
Baker Static Motor Analyzer, Advanced Winding, Model AWAIV/4 or equal to for a quantity of one (1) each.

The Baker AWA-IV/4 Static Motor Analyzer is a Microsoft Windows-based instrument that can be programmed to perform a specific set of tests on a given motor. Unique user-programmed attributes can be saved for future use over the life of the same motor, including:
tests and sequences that are performed; target test voltage; pass/fail criteria; and motor nameplate information.
6. Quotation Requirements:
Quotation must reference: RFQ No. NIH-RFQ-5241280 on the quote and in the email subject line. Vendor's delivery time frame must be specified in the quote. Vendor must quote on the line item listed in this notice or its equivalent to be considered. The quote must provide both the single quantity item and total quantity item pricing. Quotations submitted for equivalent items must include technical specifications and sufficient product detail to determine technical acceptability. Quotations must include any applicable shipping costs as a separate line item.
7. Delivery and Acceptance
Deliveries required by the contractor shall be made F.O.B. destination to the address/addressee listed below:

Unless otherwise specified, deliveries shall be made to the delivery point specified above, Monday through Friday excluding Federal Holidays, between the hours of 8:30 a.m. and 4:30 p.m. Eastern Time. Supplies or services scheduled for delivery on a Federal holiday shall be made the next business day.

The provision 52.212-2 incorporated above is completed as follows. Quotes received in response to this RFQ will be evaluated using the lowest-priced-technically-acceptable (LPTA) methodology. To be determined "Technically Acceptable" the offeror must meet or exceed all specifications of the item listed. Award will be made to the vendor whose proposed equipment meets all specifications whose total price is the lowest quote, and who provides the most desirable delivery time.
