Description

The CJIB is an executive organization of the Ministry of Justice and Security. The CJIB is the collection and collection authority of the central government and also plays a central role in the handling of criminal decisions. In this way, the CJIB makes an important contribution to the credibility and authority of the government. For more information about the organisation of the CJIB, see: www.cjib.nlAchtergrond and reason.In order to carry out the assignment of the Council of Ministers in 2012, the bailiffs' processes of four administrative bodies have been clustered at the CJIB. This clustering made it possible to take a first important step towards the Council of Ministers' task of socially responsible debt collection. This resulted in a call for tenders for bailiff services Clustering National Debt Collection (CRI), which was completed in 2017 with the contracting of 34 bailiff offices. In order to follow up on the government's ambition of socially responsible debt collection, it is desirable to market the bailiff services for all the services assigned to the CJIB. In this way the CJIB can bundle all the claims of affiliated administrative bodies per Debtor with one bailiff and have them handled in a socially responsible manner. Furthermore, it is important to update the current CJIB contracts that were not covered by the CRI tender and to bring them in line with the National Debt Collection Commission and the National Ambition to further pursue socially responsible debt collection. Objectives of the tender.With this tender the CJIB wants to make a concrete contribution to the objective of the National Debt Collection Commission. Important elements in the National Debt Collection Strategy are coordination between the collection organizations, scope for customization where necessary and the prevention of unnecessary increases in the debt burden as a result of the collection process. The bundling and clustering of outstanding debts per debtor is a means of achieving the objectives of the tender. The objectives of the tendering procedure are to use the Agreements to be awarded to make a concrete contribution to (1) the reliable and timely recognition of recoverability and (2) punctually and socially responsible debt collection from Debtors who can pay with the highest possible Collection result without unnecessary costs for the Debtor. The CJIB will contract several Contractors who meet all the requirements set out in the Tender Documents and who, based on their Tender, are deemed to be in the best position to contribute to the realisation of the aforementioned objectives. For this reason, the Schedule of Requirements and the Award Criteria used are a translation and elaboration of the objectives of the Tender.parcels.As the citizen is central to this Engagement, it is possible to divide the Engagement into several parcels, without damaging its coherence. The CJIB has opted to divide the tender procedure into 22 Lots. It is permitted to tender for one or more Lots, whereby each Tenderer may tender for a maximum of five Lots, either as an independent Tenderer, or as a member of a Combination, or as a subcontractor of an independent Tenderer or Combination. If a Tenderer registers for more than five Lots, all the Tenders of this Tenderer shall be set aside. There are no restrictions for the Lots on which a Tenderer may register; therefore, the Tenderer is free to choose for himself which Lots he will register. The maximum number of Lots to be awarded to one Contractor is five.
