Description

Bids have opened for a $250 million publicly funded sporting redevelopment in Far North Queensland.

The project involves designing and building a 25,000 seat best-practice regional stadium with corporate facilities, permanent stands, permanent concessions and modern amenities in time for the 2020 National Rugby League (NRL) season.

The project will also allow for a future potential integrated development of an Entertainment Centre on the site and further stadium seating to cater for up to 30,000 seats in the master plan.

The North Queensland Stadium project will be delivered in a number of stages:
Sep - Nov 2016:
Concept design competition to a shortlist of suppliers (the shortlist will be the key outcome of this EOI)
Nov 2016 – Jan 2017:
Concept design (pre design (PD) including development of project brief, concept design and master plan)

The principal consultant and sub-consultancy team may be transferred post the concept-design stage to a managing contractor for the following work:
• schematic design
• developed design
• contract construction documentation including tender review
• construction
• post construction (defects liability period)

EOIs close at 2pm on Monday, 19 September 2016 (Queensland time).

The principal consultant or architect will be responsible for day-to-day management of the project’s design and documentation, including coordinating the work of all secondary consultants and sub-consultants, and overall delivery of the design and documentation of the project within scope, program and budget.

The principal consultant or architect is also responsible for supplying details of their proposed sub-consultancy team with their EOI submission.

The principal consultancy team is likely to include, but not limited to, the following disciplines:
• architectural including master planning and interior design
• civil engineering including geotechnical and surveying
• structural engineering including specialist wind engineering
• hydraulics engineering
• mechanical engineering
• electrical engineering
• electronics engineering including communications, security and audio/visual services
• specialist sports lighting engineering
• fire engineering
• fire protection/services engineering
• landscape architecture
• access consultant
• acoustic consultant
• traffic and transport engineering including event traffic and crowd modelling
• building certifier
• furniture, fitments and equipment consultant
• food and beverage services consultant
• ecologically sustainable development consultant
• signage consultant
• waste management specialist

Principal consultants/architects and sub-consultants have been urged to use as many local businesses as possible and form local alliances and identify opportunities for local industry innovation.

The principal will commission other consultancies independently of the principal consultant procurement process including the:
• principal’s quantity surveyor (project cost planner prior to MC, audit QS MC stages)
• principal’s programmer
• native title and cultural heritage consultant
• town planning consultant
Local sub-contractors and suppliers can already begin expressing interest.
