The new Unique Entity ID will be the official governmentwide identifier used for federal awards.PROJECT DESCRIPTION:SITE VISIT: 15 February 2024 at 1PM Local Time. See 52.236-27 Provision in the Solicitation for further information.The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR24R0011 for the construction of the Army Reserve Center and associated secondary facilities, located in Asheville, North Carolina. Description of the construction project is as follows:The construction of the Army Reserve Center is to be constructed of insulated concrete forms with a masonry veneer and reinforced concrete foundation and floors; resulting in a total building area of 31,637 SF. The construction of the Vehicle Maintenance Shop is to be constructed of insulated concrete forms with a masonry veneer and reinforced concrete foundation and floors; resulting in a total building area of 9,781 SF. The Unheated Storage Building is designed as a pre-engineered metal building; resulting in a total building area of 1,500SF. In addition to these buildings, there is a covered pre-engineered metal wash rack and a bi-level loading ramp. The project delivery method will be Design-Bid-Build (DBB). The facility will need to be compatible with applicable DoD and Army standards.The Army Reserve Center is designed as a four pod shape, single story facility that provides sufficient administrative areas, educational spaces, storage spaces, assembly area, building operations areas and support spaces such as break room, lactation room and restrooms with lockers. The Vehicle Maintenance shop is designed as a rectilinear shape with the work bay occupying one half of the area and the support elements occupying the other half. The Unheated Storage Building is a pre-engineered metal building which will provide sufficient space to contain an item that can be stored in an unconditioned environment. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems and landscaping.The Contract Duration is estimated at seven hundred twenty (720) calendar days from Administrative Notice to Proceed.TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction.TYPE OF SET-ASIDE: This acquisition will be Full and Open procurement (Unrestricted)SELECTION PROCESS: This is a single phase, Design/Bid/Build procurement. The proposals will be evaluated using a Best Value Trade Off source selection process. The technical information contained in the Offerors proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Prime Contractor Past Performance and Volume I ? Management Plan, Volume II ? Price and Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors, other than price, when combined, are considered approximately equal to cost or price.DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussion should it be deemed in the Governments best interest.CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be more than $10,000,000 in accordance with FAR 36.204.INQUIRIES: A bidder inquiry key is included in the solicitation. Questions regarding the solicitation must be submitted via Bidder Inquiry in ProjNet at: https://www.projnet.org/projnet/.PROPOSAL SUBMISSION TRANSITION TO PIEE SOLICITATION MODULE:The U.S. Army Corps of Engineers, Louisville District, has transitioned to using the PIEE Solicitation Module for Electronic Quote/Bid/Proposal Submissions, to replace the use of DoD SAFE and email transmissions. The PIEE Solicitation Module provides a capability for secure, timestamped submission of contractor proposals, bids, quotes and was designed specifically to capture the documentation needed to memorialize the date and time of offer submissions, as well as to retain those files and the attendant time and date stamps. It supports large file sizes of 1.9 GB per file, with no limit on the number of files, as well as multiple file formats. Also, the module is integrated with the System for Award Management (SAM), Contract Opportunity, that contains the notices in accordance with Federal Acquisition Regulation Part 5 requirements. SAM solicitation notices will now contain an accessible link of the posting in PIEE. Solicitation attachments will no longer be included in SAM.gov; however, they will be available for download on PIEE in the Solicitation module. Also, the specific instructions on offer submission using the PIEE Solicitation Module will be included in the solicitation. You are highly encouraged to start your registration in PIEE for access to the Solicitation module application and set up an account.
