The contracting authority is of the opinion that the coherence of the work is such that the contract can be seen as one logical whole. In doing so, this coherence does not create unnecessary restrictions on the market and SMEs retain access to participate in the tender procedure. Splitting the contract into multiple tenders, or lots, could increase costs and create an unnecessary burden for contracting authority and tenderer.The contracting authority intends to contract with one (1) tenderer.
