ContextThe Rehabilitation Hospital Inkendaal vzw is located in the green valley on the edge of the built-up area of the borough of Vlezenbeek in Sint-Pieters-Leeuw. The green surroundings form the perfect healing environment for the hospital's rehabilitation function. In the Master Plan, the Project consists of 2 sub-projects ('Phase 1' and 'Phase 2') because the new rehabilitation hospital will be built in two phases. This phasing is essential for the operation of the hospital and the continuity of care. Since the need for renovation is greatest for the patient rooms, the care departments will be addressed in the first phase. The Principal wishes to emphasize the precarious nature of the hospital (especially for the bedhouse and therapy street in Phase 1). To replace the current hospital, the Contracting Authority also desires a new building with an eye for innovative technologies, a modern sustainability character and a harmonious contact with the existing park environment.The first construction phase of the Project would include the construction of the residential wards with the associated therapy rooms (Phase 1A). At the end of the first phase of construction, a new connection to the existing hospital will be built (Phase 1B).In Phase 2 of construction of the Project, the existing residential wards would then be demolished to make way for additional therapy rooms, outpatient operations and outpatient activities of the hospital (Phase 2).Further information regarding the subject matter of the Contract will be provided to the Bidders in the Award Guidelines. An abbreviated note on the existing infrastructure and the ongoing VIPA process, and a concept note of the project to be realized (both from the previously created Master Plan) are hereby already attached for information as Attachments D and E, respectively. These notes provide only preliminary information about the project, and are certainly not to be considered final or minimum requirements. More generally, what precedes describes the context and the Project as currently understood by the Contracting Authority. Nevertheless, certain modifications, adaptations and refinements are possible depending on the further development of the Project. AssignmentThis procedure concerns the appointment of a design team for, on the one hand, the confirmation of the complete Master Plan and, on the other hand, the realization of the new building Phase 1. The Assignment for confirming the Master Plan includes a critical approach to the previously made Master Plan. For the new building Phase 1, the Assignment includes, among other things, the finalization of the schedule of requirements; the preparation of the design, permit and execution files (including assistance with the public works contract); follow-up of the permit application; and the control, management and supervision of the execution of the works for the realization of Phase 1 of the Project. The study assignment requires various competencies including mainly architecture, stability, techniques, acoustics, energy study and environmental design. The entire design must be included in a BIM model that can later also be worked out by the contractor and can also be used by the facilities services of the Rehabilitation Hospital Inkendaal for maintenance. Details about the BIM protocol to be followed will be explained in the Award Guidelines.During the execution of the works, a solution must be provided so that the activities of the rehabilitation hospital can continue without significant disruption.
