Description
The services will be broken down into the following 3 phases, as defined by the CCTP:a) Phase 1: Diagnosis at the scale of the major city centre:- Action E1: Synthesis of available studies and diagnosis of the situation of the major city centre of Saint-Joseph in order to identify the strengths on which to build and the weaknesses that will have to be overcome for its renewal and development;b) Phase 2: Conduct of a set of thematic and pre-operational studies:- thematic studies:-- action E2: Housing market study on the scale of the city centre,-- action E3: commercial programming study,-- action E5: urban mobility scheme integrating the problems of travel, parking and its management methods,-- action E6: study of the development and redevelopment of public spaces and implementation of a guide plan,-- action E13: preliminary study for the implementation of an appropriate "Smart city" solution in the heart of the city,- pre-operational studies on target blocks located in the heart of the city,- action E4: feasibility study for a conversion of the Post Office site,- action E7: pre-operational study on the Raphaël Babet stadium/Gendarmerie/Sang-Dragon block,- action E8: pre-operational study on the Piton-Pôle culturel plant block,- action E9: pre-operational study on the PAC block (municipal administrative centre) / Sainte-Anne school / hospital,-- action E10: pre-operational study on the Mosque block / Simply Market / Halle,-- action E11: pre-operational study on the Royal block,-- action E12: pre-operational study on the Media Library block,-- phase 3: synthesis of studies,-- action E14: synthesis of studies from the Great City Centre and definition of the action programme.For each of the above-mentioned studies (actions), the execution period is left to the free initiative of the candidate, who must set it in Article 3 of the contract, but may not exceed the corresponding maximum period. The contract will be divided into a firm tranche and 9 optional tranches defined in accordance with Article II.2.11) of this notice.
