Subject of the contract: Appointment of a multidisciplinary team, acting as "project author", to design a project to rehabilitate buildings on Avenue Wielemans Ceuppens 1 to 7 as facilities of collective interest for the development of citizens' initiatives and to establish an urban planning study of the municipal centre for buildings on Avenue Wielemans Ceuppens, from 1 to 11.Mission: This project author mission, led by the Commune of Forest, is part of the objective of a rehabilitation project on the buildings on Avenue Wielemans Ceuppens 1 to 7 and a global reflection on the communal centre of the buildings on Avenue Wielemans Ceuppens from 1 to 11 The Commune of Forest would like to dedicate an equipment to support citizens with a project (associative, entrepreneurial, individual or collective) in the implementation of their initiatives. Its objective will be to support the creation and entrepreneurship of local citizens and to enhance their value. It will boost innovation in a world to be invented. In concrete terms, this space aims to:- provide premises: meeting, conference and exhibition rooms, offices and a coworking area,- organise training courses, workshops, round tables: group training, exchanges of experience, project support and personalised advice in project management,- make documentation and equipment available,- offer catering open to all.An urban planning study will also be carried out proposing links between the various buildings belonging to the Commune of Forest avenue W. Ceuppens 1 to 11, in order to create a coherent municipal centre in the future. Budgetary aspect: The operations to be studied under this contract are subsidised by the regional subsidy linked to the Wiels-sur-Senne neighbourhood contract. This contract consists of a price schedule contract, the maximum amount of the work is set at EUR 1 800 000 excluding VAT and the fees to cover the entire assignment are set at 12% excluding VAT on the estimate of the amount of the work made in the work submission file. Until this amount is known, the percentage shall be applied to the estimate made when the tender is submitted. However, if the amount of the work order is less than the estimate made at the time of the execution file, the total amount of the fees will be set at 12% of the amount of the work order, subject to the strict deadlines imposed by the Wiels-sur-Senne neighbourhood contract and the Alliance Habitat programme.The start of the worksite must be completed by 30.9.2022 at the latest. provisional acceptance of the works must be completed by 31.3.2025 at the latest in order to allow the occupants to join the project. this contract is scheduled for award in October 2020.
