Multi-awarded framework agreement for project management for renovation, rehabilitation, reuse or demolition of building or infrastructure works of the Groupement hospitalier de Territoire Haute-Garonne Tarn-Ouest.
The services likely to be performed under this framework agreement are as follows:- basic mission within the meaning of articles L. 2431-3 and R. 2431-4 of the Public Order Code, including:preliminary design studies (APS); -- preliminary design studies (APD); -- final design studies (APD); -- project studies (PRO); -- approval of contractors' execution and summary documents (Visa); -- assistance with the award of works contracts (ACT); -- Directorate for the execution of works contracts (DET); -- Assistance to the contracting authority during the acceptance operations and during the completion guarantee (AOR); it is specified that this basic mission can be carried out with the integration of BIM (Building Information Management) in the design and implementation phases, as defined in the CCTP. Where applicable, this integration will be indicated by the client in the solicitation letter for subsequent contracts. It is reminded that the APD mission element includes the regulatory thermal studies;- complementary missions:- diagnosis (DIAG);- scheduling, piloting and coordination (OPC) missions; - synthesis mission (SYN); - execution studies mission (EXE); - management of the GIEB building equipment interface; - mission for the realization of the BIM digital model; - technical expertise missions, e.g.: - technical analysis of the building equipment interface (BIM); - technical analysis of the building equipment interface (BIM); - technical analysis of the building equipment interface (BIM); - technical analysis of the building equipment interface (BIM); - technical analysis of the building equipment interface (BIM): technical expertise missions e.g.: structural studies, VRD, electricity; thermal/HVAC studies, energy/environmental studies, acoustic studies, realization of DOE; definition and choice of movable equipment, etc. For subsequent contracts, the project owner will place the order:- either a basic mission within the meaning of the MOP law (APS, APD, PRO, ACT, VISA, DET, AOR), with or without integration of the BIM;- or a basic mission supplemented by one or more complementary missions (DIAG, OPC, GIEB, technical expertise, synthesis, BIM model, EXE);- or a complementary mission that may be requested independently of a basic mission (DIAG, OPC, GIEB, technical expertise, BIM model, EXE). The services expected in respect of these elements are specified and completed by the Special Technical Specifications (CCTP). Operations requiring a project management assistance and specialised technical operations are excluded from this framework agreement. In the case of infrastructure works, the basic task may be entrusted to the service provider in part.
