Ludwig-Beck-School - new building and extension incl. gymnasium, Wiesbaden, object planning services LPH 1-9
1. characteristics / figures:site area: approx. 16.264 m²new building extension: gross floor area approx. 3.500 m²new building gymnasium: gross floor area approx. 1.250 m²2. initial situation:The Ludwig-Beck-School is an elementary school with elementary school child care, youth traffic school and a 1-field gymnasium.Due to the development of the residential area "Auf den Eichen" in Wiesbaden-Biebrich (Gräselberg), with 400 new residential units, an expansion of the Ludwig-Beck-Schule by one class (grades 1-4) will be necessary at the beginning of the school year 2023/2024. The room program of a 4-class elementary school cannot be accommodated in the existing building. The Ludwig Beck School site is located in the Biebrich district of the state capital Wiesbaden, in the immediate vicinity of the Gräselborn swimming pool (also known as the Kallebad outdoor pool). The planned 400 residential units in the area "Auf den Eichen" will lead to an increase in the number of school-age primary school children and the associated necessary expansion of the Ludwig Beck School to 4 classes. In order to be able to cover this additional demand in the school area, a restructuring of the school in the existing building and an expansion of the school and the school child care by 8 classrooms, 4 differentiation rooms and several other functional rooms is necessary. These additional rooms are to be realized on the school site, by restructuring in the existing building and mapping in a new building.The space program for a 4-stream elementary school also shows the additional need for another gymnasium. The gymnasium will complement the sports offerings of the school and the sports office in the Gräselberg area. It will be available to clubs from 6 p.m. and on weekends.The existing building and gymnasium are in older but still good condition. The demolition and complete construction of a new building would be uneconomical, especially since the children would have to be accommodated in containers or other buildings during the construction phase. The conversion of the Gräselberg district center (GE02) located on the site as a school building was examined by the structural engineering office, but rejected due to insufficient structural substance. The demolition of the district center is intended, but "not" part of this VgV.Even if the current planning goal is the construction of a 1-field hall, which is also the basis for the chargeable costs, it should be examined in the further course of the project whether a 2-field hall can be implemented instead. The demolition of the old gymnasium should then also be taken into account in these considerations. Any changes to the planning contract resulting from this should be processed via the contract to be awarded in this award procedure.Interim operation:Until the planned new building is completed, the increasing number of students must be accommodated by setting up additional classrooms in the form of mobile room units (container system) from the 2023/2024 school year. After completion of the new building, the dismantling of the facility is to take place. All services relating to the interim container units are not part of this award procedure. After completion of the overall measure, the school will have all the rooms required according to the room program and will be able to fulfill its task of providing a basic education for all children in modern and up-to-date rooms.3.1 New school building/extension building: The room requirements resulting from the target/actual comparison between the existing building and the requirements for a 4-student school building are to be newly represented in a supplementary new building or extension building. The location of the new building is to be defined within the framework of planning, on the school grounds. The new space requirement comprises 24 rooms with a net area of 1,370 m² (excluding the gymnasium). This results in a total gross floor area of 3,500 m², taking into account the factors for technology, sanitary facilities, the construction and traffic area shares, as well as a school development factor. The planning is to be carried out in accordance with generally applicable regulations and guidelines, as well as taking into account the standards of the state capital Wiesbaden. In addition, all rooms must be accessible without barriers.3.2 New construction of 1-field gymnasium:Planning and construction of a 1-field gymnasium. The location of the new building is to be defined as part of the planning, on the school grounds. Since it has not yet been finally clarified whether a 1-field gymnasium or a 2-field gymnasium is to be implemented, this is to be determined in the further course of the project. Currently, a 1-field hall is assumed, which is the basis for the chargeable costs.The planning is to be carried out in accordance with generally applicable regulations and guidelines, as well as taking into account the standards of the state capital Wiesbaden and on the basis of DIN 18032 (Sports halls - Halls and rooms for sports and multi-purpose use).3.3 General information:Sustainability and climate neutrality:In summer 2019, the state capital declared a climate emergency and in the future will place all decisions of the city and its companies under the climate protection proviso. This means that all climate-relevant plans, projects and processes are to be identified, evaluated in terms of their climate impact and examined with a view to their contribution to achieving climate protection goals. In the process, more climate-friendly alternatives must be developed and weighed up. This results in necessities and requirements in the implementation of future construction projects.These include, for example:- Climate adaptation through green roofs and facades,- As little sealing of surfaces as possible,- Rain recovery via cisterns,- Considering the issue of "gray energy" in questions of possible demolition,- Self-sufficiency through the use of intelligent energy systems / renewable energies,- Use of natural materials to protect health,- Environmental compatibility by avoiding hazardous waste and striving for real recycling.Goals for a new building should be:- Plusenergiebilanz (generate more energy than consume)Goals for a redevelopment should be:- Climate neutrality (depending on site conditions)4. Subject of the service to be commissioned:Architectural services according to HOAI 2013, version 2021, Part 3, Section 1, §§ 33-37 - service phases 1-9. The associated specialist planning services are not the subject of this VgV procedure.The basic services are remunerated on the basis of HOAI 2013, version 2021. It is permissible to fall below the minimum rates or exceed the maximum rates. These are to be made by percentage indication and explained in the cover letter if required. It is planned to award the execution work according to individual trades.5Call-off of services / options:There shall be a call-off of services (options) in stages, subject to the resolutions of the committees for the further implementation of the project and the decision of the Client in the further course of the project:Stage I: LPH 1-3, Stage II: LPH 4, Stage III: LPH 5-7, Stage IV: LPH 8-9The Contractor shall have no claim to the call-off of individual and/or all stages and shall not be entitled to derive any further claims (e.g. for damages or fee increase) from a non-call-off.6. chargeable costs:chargeable costs object planning (buildings and interiors): € 8,406,256 net7.
