Description

The contract shall be awarded by a central purchasing body. The scope of tasks comprises the following specialist planner services:- Drainage (Lot 1): Drainage in construction area (Object 1; chargeable costs: EUR 525 000) as well as change of flow direction Drainage channel from GEP (Object 2; chargeable costs: EUR 189 000, plus (fee zone II below),- traffic facility planning (lot 3; chargeable costs: EUR 1 712 000) in accordance with § 48 HOAI, fee zone II below). the local award procedure shall be used to award the engineering services in the fields of engineering structures and traffic facilities (in each case for all lots: (1) The contract shall be awarded in accordance with the terms and conditions of the contract (with the exception of Lot 1 Object 2, where a conversion surcharge may be offered), including Special Services, for the above 3 lots on the basis of the fee scale for architects and engineers (HOAI) 2013. In this case, work phase 4 is only required for lot 1 (sewer/drainage = engineering structure) for a permit planning including application and obtaining an official decision to issue a water law permit for the infiltration of rainwater at the RP Darmstadt in accordance with the requirements of the WHG. However, approval planning (LPH 4) is not required for the traffic facilities and the drinking water pipeline (= engineering structure). Furthermore, the following special services are to be awarded:- Special services in accordance with § 43 HOAI (following AHO No. 32):a) Service phase 1: Clarification of the task on the basis of the specifications and demand planning of the residents/resident communities (6 units) for sewer and drinking water pipeline;b) Service phase 2: Pipeline inventory planning (including route collision planning) for sewer and drinking water pipeline;c) Service phase 9: Supervision of the removal of defects within the limitation period (only at the request of the client) for sewer (lot 1) and drinking water pipeline (lot 2) - special services in accordance with §§ 45 and 48 HOAI (based on AHO No. 32):a) Service phase 1: Clarification of the task on the basis of the specifications and demand planning of the residents/neighbouring communities (6 units);b) Service phase 2: Planning of existing pipelines (including route collision planning);c): Work phase 9: Monitoring the remedy of defects within the limitation period (only at the request of the client). the award of all services tendered in the present award procedure is carried out in stages, i.e. subdivided into work phases 1-3 or 1-4 (= 1st stage) and work phases 5-9 (= 2nd stage). At a third stage, the contractor shall offer or provide the AHO standard services of the local construction supervision (AHO No. 2 and 3.1) including coordination of all suppliers at the standard rate pursuant to No. 4.1 (conversion surcharge: 0 %) for the services under Sections 43 and 48 HOAI as well as the installation and presentation of an object-related presentation (approx. 10 pages). Here, too, the client reserves the right to call up this 3rd stage (local construction supervision) or not.Period of execution: Planning is to begin immediately after the award of contract (mid-November 2019). This will be followed by a planning period of 4 months for work phases 1-4, 3 months for work phases 5-7 and 10-12 months for work phase 8 (construction period). Construction is expected to be completed by spring/summer 2021 at the latest. A speedy implementation of all commissioned work phases is assumed. Special features: The construction project borders directly on the airport site. Furthermore, the high-voltage pylon there and the steeply rising terrain must be taken into account in the planning.
