4.1 Description of mandate
By this call for tenders, the City is requesting bids for professional services to carry out an aquatic environment study (EIS) at its Residual Materials Management Centre.
The overall objective of the aquatic ERA study is to obtain additional information to inform decision-making regarding the diligent environmental management of the municipality's landfill site and the development of corrective measures to be implemented in order to cease, as far as possible, any discharge of contaminants into the aquatic environment that could be harmful to fish or fish habitat.
The ERA should identify the likely substances responsible for the toxicity, characterize the extent of the aquatic environment affected, identify the effects on ecological receptors (fish and fish habitat) and recommend management measures to protect these receptors.
The ERA must also make it possible to measure the impact of contamination on aquatic environments in terms of exceedance of surface water and sediment quality criteria, and the toxicity of sediment and surface water along affected watercourses. The risk associated with contamination on all the aquatic receptors studied will have to be assessed.
4.7 Mandate schedule
The mandate must be completed, i.e., have received provisional acceptance from the City, by November 14, 2025 at the latest.
The preliminary version of the EIA report must be forwarded to the City for comment no later than eight weeks following completion of the field work.
The final report must be submitted within four weeks of receiving the City's comments.
