The Naval Surface Warfare Center (NSWC) Crane has a requirement for the manufacture of AN/SQS-53C Stave Frames for installation on New Construction Arleigh Burke Class Guided Missile Destroyers (DDG). The Stave Frames are located in the bow of the ship in the sonar dome and support the TR-343 Sonar Transducers. One (1) First Article will be required 180 days after award and will not be considered part of the production quantity. A minimum of 1 unit and a maximum of 18 production units will be ordered.
The procurement will be negotiated on a competitive basis in accordance with (IAW) FAR part 15. The solicitation will be issued IAW FAR 6.2 on a small business set-aside basis for an anticipated 5-Year, Firm-Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Delivery is required FOB Destination.
The Contractor shall manufacture the stave frames IAW the Statement of Work (SOW) and Technical Data Package (TDP). NOTE: Access to the SOW and TDP with drawings requires contractors to be active in System for Award Management (SAM) and the Joint Certificate Program (JCP). The SOW and TDP will be posted to FBO and will be accessible at the same time the solicitation is posted. Interested contractors must be registered in the JCP in order to receive access. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx.
The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. The solicitation is not yet available. Once available, the solicitation will be posted to this site Federal Business Opportunities (FEDBIZOPPS), https://www.fbo.gov/.
All responsible sources may submit a proposal which shall be considered by the Government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
