The General Services Administration (GSA), Public Buildings Service (PBS) announces an opportunity for a firm for to address approximately 725,000 sf of pavement selected for repair or replacement of concrete. Pavement replacement will require removal of existing concrete and base material and will include complete reconstruction of 8" - 10" depths. In addition, project will also include surface reconstruction, joint seals, crack seals and JRCP patching. Scope to include traffic control and adding temporary pavement.  This project is located at the Ysleta Land Port of Entry in El Paso, Texas. The North American Industry Classification System (NAICS) Code for this procurement is 237310. The size standard is $45 million per year. This is a Total Small Business Set aside. 
The estimated contract value is between $10,000,000 and $20,000,000. Contractors should price according to the drawings and specifications. The Request for Proposal (RFP) is issued as of March 4, 2024, and is attached to the SAM.gov Notice. 
The offeror selected for award must be registered in the Government's System for Award Management (SAM), www.sam.gov. 
A pre-proposal conference and site visit is scheduled to be held on March 21, 2024, in El Paso, TX. The specific date, time and location is provided within the RFP.  Attendance at the pre-proposal conference is not mandatory but is strongly encouraged. Submit all questions regarding the solicitation in writing to the Contracting Officer by May 1, 2024. Any responses provided by GSA will be posted to SAM.gov as an Amendment to the Solicitation no later than Tuesday, May 7, 2024.
GSA intends to contract for complete construction services with the contractor that offers the best overall value to the Government by demonstrating a commitment to construction excellence, by providing and maintaining a viable team organization and by adherence to the budgetary and time parameters for this project.
The offeror selected shall be required to supply all labor, materials, equipment, supervision, transportation and management to perform the complete services as required by the SOW under the resultant contract. The contractor will be chosen competitively utilizing FAR Part 15 Source Selection procedures and the Best Value/Trade-off process. The Government has determined it to be in its best interest to consider award to other than the lowest priced offeror. Therefore, combined technical evaluation factors will be significantly more important than cost or price. The final price will encompass all-inclusive costs for the entire construction project.
The Government anticipates the award of a Firm, Fixed-Price Contract that offers the best overall value to the Government.
This procurement is open to small business concerns.
The technical and price proposals are due to the Contracting Officer via email at jason.gerloff@gsa.gov no later than 12:00p.m. Central Time on or before May 16, 2024.
The Government anticipates award of this contract by August 1, 2024. The performance period is 362 calendar days from the Notice to Proceed date.
All correspondence in response to this announcement must clearly indicate the Solicitation Number 47PH0824R0004. THERE IS REASONABLE CERTAINTY FUNDS WILL BE AVAILABLE.
