This is a notice of contract action (NOCA); this is not a solicitation for a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZIEA will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests. The purpose of this NOCA is to notify industry of the USAF's intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.).  Please do not request a copy of solicitation, as one does not exist.
The AFTC Contracting Directorate (AFTC/PZIEA), Edwards AFB intends to issue a sole source, Firm-Fixed Price Contract under the authority of 10 United States Code (USC) 2304(c)(1), as implemented by FAR 6.302-1 to L3 Technologies, Inc., 1515 Grundy's Ln, Bristol, PA, 19007-1506. The applicable NAICS is 334220 with a size standard of 1,250 employees.
The following requirement is for NSA-certified supplies for Non-Developmental Telemetry Security Products: 
ADU1000-001, P/N 20012601-501, Qty 34 each.
Provide the ADU-1000 Telemetry Security Product (TSP) in support of Air Force DT&E testing at the 412th Test Wing, Edwards AFB, CA.
The ADU1000-001 requires an NSA KGV-135A to be embedded in the device.  These products are designed around NSA Type 1 Encryption microelectronic devices.  They must be able to operate across the Plain Text and Cipher Text domains, and must be characterized for TEMPEST requirements.  They are NSA certified Information Security (INFOSEC) products designed to integrate NSA Type 1 Encryption microelectronic devices into an Airborne or Ground Digital Data System.  These products must be capable of accepting keying materiel from Communication Security (COMSEC) common fill devices such as the AN/PYQ-10 Simple Key Loader (SKL).
This product is certified by the National Security Agency (NSA) and will be used for decryption of critical sensitive flight test data.  Encryption products of this type are required in accordance with DODI 8523.01 and AFMAN17-1302-O.
Typical application is airborne platform data reception from missiles/stores via RF downlink to "ownship" for decryption and recording. These "ownship" platforms include a variety of different bomber aircraft, and will support a variety of weapon secure telemetry transmissions. The data is assumed to be sensitive and often carry higher security classification. 
There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include verification of the Offeror's Representation and Certifications in accordance to FAR 4.12 - Representations and Certifications. If the offer does not have a copy of this provision, go to http://www.sam.gov/ to load required information. Any response received without completing this registration will be considered noncompliant. Further, the response should include any special requirements for a noncommercial contract (i.e. Financing, Warranty Provisions, Delivery Information, etc.).
All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement.
