AIR FERRY SERVICE BETWEEN L'ISLE-AUX-GRUES AND MONTMAGNY
N Y. CALL FOR TENDERS: 1411-02-0452
1) PURPOSE
For this call for tenders, the Société des traversiers du Québec (STQ) is requesting tenders for the services of a "Carrier" to provide the link between Isle-aux-Grues and Montmagny for the marine transportation relief and emergency service. All in accordance with the requirements of this call for tenders document.
2. INTERGOVERNMENTAL AGREEMENT
The following intergovernmental agreements apply to this call for tenders :
Canadian Free Trade Agreement (CFTA) / Quebec-Ontario Trade and Cooperation Agreement (QOTCA) / Agreement on Liberalization of Government Procurement between Quebec and New Brunswick (AQNB) / Intergovernmental Agreement on Government Procurement between the Government of Quebec and the Government of the State of New York (AQNY).
3. TIME AND PLACE OF RECEIPT OF TENDERS
Bids in response to this call for tenders must be submitted no later than 2:00 p.m., local time, on November 30, 2020. The return label must be affixed to the bid envelope.
In the event that private courier services are used, the label must be affixed to the envelope provided by the private courier.
In addition, the Bidder's name and address must be indicated in the upper left hand corner.
The STQ's office hours are from 8:30 a.m. to 12:00 p.m. and from 1:00 p.m. to 4:30 p.m., Monday to Friday.
4. 4. LOCATION OF PUBLIC OPENING OF TENDERERS
After the deadline for receipt of submissions, they will not be opened publicly, due to the measures required to address the effects of the VIDOC-19 pandemic.
In order to inform bidders, the STQ will make available, within two (2) hours, the result of the public opening of bids in the government-approved electronic tendering system (SEAO).
5. OBTAINING THE TENDER DOCUMENTS
Tender documents can only be obtained through the Electronic Tendering System (ETS).
6. THE STQ REPRESENTATIVE
In order to ensure uniformity in the interpretation of tender documents and to facilitate the exchange of information, the STQ designates the following person to represent it.

7. TIMETABLE
The Relief Service between L'Isle-aux-Grues and Montmagny is required when the STQ vessel(s) are out of service. Depending on the length of the period, it is required around December 15 until or around April 15. Depending on the season of each year, this period may vary.
The Emergency Service between L'Isle-aux-Grues and Montmagny is required in the event of the STQ's vessel(s) being out of service, around April 16 until or around December 14, depending on the length of the above-mentioned period. The period of service for emergency covers the period of the year that is not part of the period for relief service. (Approximately 21 hours).
8. TENDER GUARANTEE
The Service Provider must accompany its submission with a bid security valid for a period of 45 days from the date and time of the deadline for receipt of bids, in the lump sum amount of one hundred thousand dollars ($100,000.00).
In the amount of one hundred thousand dollars ($100,000.00), if the security is in the form of a bid bond issued in favour of the public body by a company legally entitled to act as surety and such bond shall conform to the provisions of the model bond provided in the appendix;
In the amount of fifty thousand dollars ($50,000.00) , if the security is in one of the following forms:
a certified check;
a money order;
a draft;
an irrevocable letter of guarantee, conforming to the model letter of guarantee provided in the appendix, issued by a bank, a savings or credit union or a trust or savings company;
to the order of the Société des traversiers du Québec
a bond issued or guaranteed by the Government of Québec or by the Government of Canada or, where an intergovernmental agreement applies, by the government of the territory concerned, with a term not exceeding five years; or
The STQ retains the bid security of the lowest compliant bidder until the contract is signed. It also retains the bid security of the second and third lowest compliant bidders up to a maximum of 45 days or until the selected bidder signs the contract.
