Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority.
Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

1. TITLE: Technical Investigation & Engineering Services (TIES) of CREW Systems and Aviation Life Support Equipment (ALSE) for Aerospace Engineering Test Establishment (AETE), 4 Wing, Cold Lake, Alberta
2. REQUIREMENT:
The Department of National Defence (DND), Aerospace Engineering Test Establishment (AETE), 4 Wing, Cold Lake, Alberta, has a requirement for design, development, testing and evaluation of Crew Systems (CS) and Aviation Life Support Equipment (ALSE) to provide flight test services and expertise to the Canadian Forces. A requirement exists for industry to provide support for a variety of ES/ALSE services and deliverables, as and when requested. The specific services to be accomplished will be addressed in Task Authorizations that will be issued in accordance with the procedures in the contract.
3. SECURITY REQUIREMENT
There are security requirements associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses.

4. EVALUATION AND SELECTION:
Mandatory and point rated technical evaluation criteria are included in Annex "B" of the solicitation.
Contractor selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 60% for the technical merit and 40% for the price.
5. PERIOD OF CONTRACT:
It is anticipated that any contract will be effective from date of Contract to 2022-03-31 with the irrevocable option to extend the term of the Contract by up to three (3) additional one (1) year period(s).
6. OWNERSHIP OF INTELLECTUAL PROPERTY:
Any intellectual property arising from the performance of the Work under the Contract will vest in the Contractor.
7. ePost Connect Service
Bids must be submitted only to the Public Works and Government Services Canada (PWGSC) Bid Receiving Unit via e-post Connect by the date and time indicated on page one of the bid solicitation.
To submit a bid using epost Connect service, the Bidder must either i) send directly its bid only to the specified PWGSC Bid Receiving Unit, using its own licensing agreement for epost Connect provided by Canada Post Corporation; or ii) if the Bidder does not have its own licensing agreement for epost Connect, they will have to request to open an epost Connect conversation by emailing PWGSC Bid Receiving Unit at tpsgc.dgareceptiondessoumissions-abbidreceiving.pwgsc@tpsgc-pwgsc.gc.ca
This should be sent as early as possible, and in any case, at least six business days prior to the solicitation closing date and time (in order to ensure a response). Requests to open an epost Connect conversation received after that time may not be answered.
