Description

THIS IS AN UNRESTRICTED PROCUREMENT. This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect-Engineer (AE) services for Facility Assessments using BUILDER Sustainment Management System (SMS) for facilities at Marine Corps Installations worldwide. The preponderance of the work will be in California, Arizona, Virginia, Georgia, North Carolina, South Carolina, Hawaii, Korea, and Japan. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a base period of two (2) years and one (1) three (3)-year option period (if exercised.) The total fee for the contract term shall not exceed $80,000,000. The guaranteed minimum for the contract term is $5,000. Firm-fixed price task orders will be negotiated for this contract. The minimum value of individual task orders executed under this contract is $5,000 and the maximum value is $17,000,000. There will be no dollar limit per year. Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. Estimated start date is April 2025. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541330 (Engineering Services) with a small business size standard of $25.5M. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria.Primary AE Services: 1. BUILDER baseline/re-inspection of building inventory/inspection at Marine Corps installations. 2. Data entry of inventory/inspection findings into BRED data collection tool/BUILDER 3.6.7.3 database. 3. Site investigations/visits, and meeting coordination. Support AE services that may be required: 1.Other knowledge-based Sustainment Management System (SMS) assessments and training. 2. Other Specialized Engineering assessments/studies for site facilities. 3. Conventional MO-322-type or deficiency-based facility assessments and training. 4. Life-Cycle, Space Utilization and Functionality assessments. 5. Short- and Long-Range Maintenance Planning (LRMP). 6. Follow-up building condition structural assessment studies including: a. Reinforced Concrete Corrosion Study. b. Termite Study. c. Structural Steel Corrosion Study. d. Building Envelope Study. Please see attached synopsis for full synopsis description/instructions.
