This is not a bid solicitation. This is an advance notice of a single anticipated project procurement solicitation to join the 2025 Osaka Exposition.
1. Purpose and Nature of the Advance Procurement Notice
The objective of this Advance Procurement Notice (APN) is to:
a) Notify industry about an upcoming opportunity related to Canada`s participation at Expo 2025 Osaka, Japan.
b) Allow industry to begin planning how their potential project delivery team may come together to address the various operational requirements of this prominent project for Canada.
This APN is neither a Request for Qualification (RFQ), nor a call for tender nor a Request for Proposal (RFP). No agreement or contract will be entered into based on this APN. The issuance of this APN is not to be considered in any way a commitment by the Government of Canada, nor as authority to industry to undertake any work that could be charged to Canada. This APN is not to be considered a commitment to issue a subsequent solicitation or to award contract(s) for the work described herein.

2. Background Information and Scope of Services:
2.1 Background
World Expos, officially known as International Registered Exhibitions, are a global gathering of nations dedicated to showcasing their accomplishments and finding solutions to pressing challenges of our time, through their pavilions and related exhibitions, programming, and activities. World Expos welcome tens of millions of visitors, allow countries to build extraordinary pavilions and transform the host city for years to come.
Japan will host the next World Expo, Expo 2025, from April 13 to October 13, 2025, in Osaka. Canada has confirmed its participation and Global Affairs Canada (GAC), on behalf of the Government of Canada, has the mandate to plan, coordinate, and implement this project.
Canada’s successful participation at Expo 2025 Osaka will deliver a memorable visitor experience, anchored by a world class pavilion, to showcase Canada’s strengths in innovation, creativity and diversity and our contributions to improving the quality of life for all.
To contribute to Canada’s objectives and to ensure the effective and efficient delivery of Canada’s participation over the course of the 6-month global event, GAC wishes to obtain a range of operations and staffing services for the Canada Pavilion at the World Expo 2025.
2.2 Scope of Services
Global Affairs Canada is seeking companies to organize and execute various aspects of its Canada Pavilion operations at the Expo. This includes, but is not limited to, the following services:
• Recruitment of personnel (Canadian hosting staff, supervisors, protocol staff, administrative clerks, servers, etc.)
• Cleaning services
• Security services
• Event support and logistics
• Transportation services
• Uniform design and suppliers
• Commercial food and beverage operations
• Souvenir retail shop
