Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested Contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
Construction Management Services for Hangar 14 Renovation at Ottawa, ON. This renovation is intended to improve the efficiency of service for the Aerospace Engineering Testing Establishment (AETE) and restore full operational capability of Hangar 14.
Description of the Services
The scope of work for this project will include, but is not limited to:

Construction management, inclusive of: Phase management, Work planning, Construction monitoring and Integration & procurement of work packages;
Ensure efficient implementation and timely delivery of the project. The construction cost of this project is estimated at $18.5M. It is anticipated that this procurement will be initiated after December 2019. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET with approved DOCUMENT SAFEGUARDING at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.
The Contractor/Offeror personnel requiring access to CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of SECRET, as required, granted or approved by CISD/PWGSC.
The Contractor MUST NOT utilize its Information Technology systems to electronically process, produce or store any sensitive CLASSIFIED information until CISD/PWGSC has issued written approval. After approval has been granted, these tasks may be performed at the level of SECRET.
If the procurement moves ahead, Contractors will be required to hold a valid IT Media at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC); issued after contract award.
Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.


Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_Contractors.html . Contractors are asked to submit their request prior to July 8, 2019 quoting the following information:
