The Société québécoise des infrastructures (hereinafter the "Société") is issuing a public call for tenders for construction work for the contract mentioned in the title.
All bidders must comply with the requirements contained in the contract documents. These can only be obtained through the electronic tendering system (SEAO) at www.seao.ca or by calling 514-856-6600 for residents of the Montréal area and 1-866-669-7326 toll-free for residents outside the Montréal area.
Bids submitted electronically are permitted and recommended in this call for tenders.
Caution: Note that only the documents required by the Corporation under the terms of this call for tenders must be submitted with the bid, so as to avoid any situation that would result in the bid being restrictive or conditional.
IMPORTANT NOTICES
Recommendation for Electronic Bidding
In order to protect the health of the personnel in its organization, the Company is putting in place preventive measures to combat the VIDOC-19 pandemic. Consequently, the Corporation strongly recommends that bidders submit their bids electronically through the electronic bidding system.
Authorization to contract/attestation from Revenu Québec
It is strongly suggested that bidders apply as soon as possible, according to the requirements of the contract documents, for certification from Revenu Québec and, where applicable, for authorization to contract from the Autorité des marchés publics, to ensure that these requirements are completed before the deadline for receipt of bids.
Non-participation in the call for tenders
Any person or company that has obtained the contractual documents and that does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contractual documents and to send it to the Company at the following e-mail address: infosoumission4@sqi.gouv.qc.ca .
Subcontractor Bids
All subcontractors subject to the Bureau des soumissions déposées du Québec (BSDQ) must, when filing their electronic tenders with the BSDQ, indicate the Corporation as "Recipient" using the "Tenderer" menu of the electronic tendering system (TES).
CONSTRUCTION PERIOD
The work required under this call for tenders must be fully completed within 7 weeks (including statutory holidays, construction holidays and time required for procurement of materials/equipment) from the date of authorization to commence work. The probable date of commencement of work is between February 15 and March 15, 2021.
TENDER GUARANTEE
No bid security is required. Any bidder should note that if it refuses to proceed with its bid, the Corporation may reject any bid submitted by that bidder to the Corporation during the next two years.
CONDITIONS
Only bids submitted by tenderers who meet the following conditions, among others, will be considered:
1- have, in Quebec or in a territory covered by an applicable intergovernmental agreement, an establishment where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;
2- have the required qualifications and hold the licences required under the Building Act (RLRQ, chapter B-1.1).
INFORMATION MEETING / SITE VISIT
Bidders interested in a site visit must make an appointment by contacting Mr. Réal Létourneau at rletourneau@sqi.gouv.qc.ca no later than 10 working days before the deadline for receipt of bids. Interested bidders must present themselves at the location, on the date and at the time set by the person in charge of the site visit. Attendance at this site visit is strongly recommended.
For security reasons, the identity of the visitors who will present themselves at the Roberval Detention Facility must be verified and approved beforehand. To this end, bidders must transmit the complete contact information of the persons who will be attending the visit by completing and signing the "Authorization for Security Verifications" form provided for this purpose in the tender documents, 3 working days prior to the activity.
During the visit, visitors will be required to show photo identification.
It will not be possible to use cameras inside the compound or cell phones.
The Company is not responsible for any verbal information provided during this visit.
RECEIPT AND OPENING OF TENDERS
Receipt of bids :
(a) Bids submitted in hard copy :
Bids submitted on paper must be received at the Corporation's bid reception counter located at 3950 Harvey Boulevard, 4th Floor, Suite 4.1, Jonquière, Québec, G7X 8L6, no later than the date and time indicated in the Additional Instructions.
(b) Submissions transmitted electronically :
Electronic Submissions must be received through the ASPS at www.seao.ca by the closing date and time indicated in the Further Instructions.

Bid Opening :
The opening of bids is public and takes place in the presence of a witness at the place, date and time specified for the receipt of paper bids.
INFORMATION
Bidders who wish to receive further information concerning the call for tenders must communicate in writing to the e-mail address indicated below, indicating the contract number, no later than three working days before the deadline for receipt of bids . If such a request for clarification is received two business days or less prior to the bid closing date and time, the Corporation reserves the right not to consider it.
