The system therefore needs to evolve to adapt to the new MF19 rolling stock, which will gradually replace the old MF77 trains, and to take into account a few minor functional modifications. The project therefore involves upgrading OURAGAN from MF77 to MF19. The purpose of the consultation is to carry out an independent safety assessment (ISA) of the project to port OURAGAN from the MF77 to the MF19. The system therefore needs to evolve to adapt to the new MF19 rolling stock, which will gradually replace the old MF77 trains, and to take into account a few minor functional modifications. The project therefore involves upgrading OURAGAN from MF77 to MF19. The project began in January 2023, and the MF19 is scheduled to enter service on line 13 in mid-2027. CTA : C21 Quality, certification and environment Section III: Legal, economic, financial and technical information III.1) Participation conditions III.1.1) Authorization to carry out the professional activity, including requirements relating to registration in the trade or professional register List and brief description of the conditions: Candidate companies must provide the information contained in the DC1 form (letter of application and authorization of the representative by his co-contractors) and DC2 form (declaration by the individual candidate or member of the group) (or equivalent information for candidates not established in France). III.1.2) Economic and financial capacity List and brief description of selection criteria: The candidate's last annual turnover must represent at least 2 times the total annual contract amount estimated by RATP. In the event of a duly justified impact on the candidate's turnover linked to Covid, the candidate may provide the turnover for 2019. III.1.3) Technical and professional capacity List and brief description of the selection criteria: In accordance with article L.2142-1 of the CCP, the technical and professional capacities required must be necessary for the performance of the public contract described in articles II.1.4 and II.2.4. These participation conditions are linked and proportionate to the subject of the public contract or its performance conditions. Candidate companies must provide the information contained in the DC2 form (or equivalent information for candidates not established in France, or DUME) as well as the following documents: - proof of accreditation to ISO/IEC 17020 : 2012, or ISO 9001/2015 compliance - a list of similar services carried out over the last five years, including CBTC, with certificates of satisfactory performance for the most important assignments. These attestations indicate the amount, date and place of execution of the services and specify whether they were carried out according to the rules of the trade and regularly brought to a successful conclusion; In the event that the candidate requests that the technical/professional capacities of other companies be taken into account, in particular in the case of subcontracting or recourse to the capacities of the parent company, he must justify these capacities and the fact that he will have them available throughout the performance of the contract by producing in particular: - either a contract (e.g. a declaration of subcontracting signed by the candidate and a subcontractor), - or a written undertaking from a third-party company to carry out part of the contract on behalf of the candidate, - or a written undertaking from the candidate himself to use a third-party company named by name to carry out part of the contract.
