Description

1. SPECIFICATIONS Project description CISSS de Chaudière-Appalaches (CISSS-CA) wishes to extend single sign-on (SSO) and RFID card technology to the majority of its clinical units in the four (4) hospitals in the Chaudière-Appalaches region. CISSS-CA already uses Imprivata technology in its emergency departments. This technology improves clinicians' workflow by eliminating the need to repeatedly enter their user name and password to access the various information systems. The aim is to enable clinicians to spend less time with technology and more time with their patients. The present call for tenders concerns the acquisition of a three (3) year subscription contract for 1,000 to 1,600 RFID card authentication licenses to a virtual office (VDA), as well as 1,000 to 1,600 licenses for single sign-on (SSO) to clinical and administrative information systems. These subscription-based licenses will be added to the 2,290 licenses already acquired and used by CISSS-CA in emergency departments. General Appendix "A" contains a list of applications that will be required to enable single sign-on (SSO). It is not exhaustive, but illustrates the diversity and age of the various applications used by CISSS-CA. (Include acceptance if it corresponds to the appended list). Appendix "B" describes the type of RFID cards used by CISSS-CA. These cards are also the employee identification cards issued upon hiring. Appendix "C" is a description of the technology used to deploy virtual offices (VDA). 2. CONTRACTUAL OBLIGATIONS Minimum technical specifications of the requested solution The bidder must provide the cost of individual licenses for single sign-on (SSO) and RFID card authentication to the VDA, for a period of 36 months. The single sign-on solution must be functional for the applications in appendix "A". The RFID card authentication solution must be functional with the card type in Appendix "B". The single sign-on and RFID card authentication solution must be compatible with the Citrix components described in Appendix "C". Manufacturer's authorization To be eligible, the potential bidder must be a qualified reseller of the proposed solution licenses and must present proof of this qualification. 3. ACCEPTANCE OF A PRODUCT EQUIVALENT TO IMPRIVATA Impact costs of a product from a different manufacturer In order to maintain the expertise of its support team, CISSS-CA requires suppliers who wish to propose equipment and licenses from a manufacturer other than Imprivata to consider the impact cost in the bid, if the proposal comes from a different manufacturer. This impact cost must be added to the bid for the equivalent product, and must include all the following costs: - Costs of high-availability equipment enabling single sign-on and card-based authentication; - Manufacturer's support costs for a period of three (3) years for this equipment; - All migration costs (including effort) to the new solution, including the 2,290 licenses already in use by CISSS-CA clinicians. CISSS-CA does not wish to maintain two (2) single sign-on solutions; - Training costs as described below; - Cost of support services following the production launch of the solution as described below; Training of team members Bids from manufacturers other than Imprivata must offer us training on their equipment: - Five (5) days for four (4) people to become completely autonomous on the new equipment, including profiling of obsolete applications; - Training must take place before production start-up; - Training must be given on site or online; - Training must be given in French; - Training must be an official manufacturer's course with official documentation; - Training must be given by a certified trainer authorized by the manufacturer (provide certification in your bid); - Training must cover all elements of the call for tenders; - Deployment of high-availability (HA) equipment; - Configuration of authentication services; - Profiling of applications for single sign-on. Post-production support services Bids from manufacturers other than Imprivata must offer all the professional services required to put the new single sign-on and RFID card (VDA) solution into production: - Transfer of authentication policies by user; - Transfer of computer policies for redirection to the assigned VDA; - Profiling of applications for single sign-on; - Integration into the current environment; - 24/7 post-implementation support for 12 weeks following go-live (provide 24/7 support procedure in your bid). 4. ACCEPTANCE OF WORK The applicant will have a period of two (2) weeks at the end of the work to proceed with final acceptance of the proposed solution. The successful bidder will be obliged to make any modifications required by the applicant prior to final acceptance. 5. Timeline Initially, our order will be for a total of 1,000 licenses in April 2024, reflecting our immediate need. Depending on the subsequent assessment of our needs, we envisage the purchase of up to 600 additional licenses a maximum of 6 months following the award.
