Description
SUMMARIZED DESCRIPTION
The École de technologie supérieure having its head office at 1100 Notre-Dame Street West, Montreal (hereinafter referred to as the "École de technologie supérieure").
("Owner"), Request for Bids for the acquisition and installation of a system
CAVE (Cave Automatic Virtual Environment) type Virtual Reality immersive software for the department of
construction engineering. The system must allow projection on 3 surfaces with video projectors
Ultra short focal length FHD, integrate HMD glasses and an object-oriented development platform.
The system must also support meetings of more than five people with the following features
and prerequisites to support an interactive environment of simultaneous collaboration and communication,
distributed and co-located.

PLACE OF DELIVERY AND INSTALLATION
Material and Equipment must be delivered to 1125 William Street in Montreal during the following hours
normal opening hours, from 7:30 a.m. to 11:45 a.m. and from 1:00 p.m. to 3:45 p.m.
The installation must be done in room A-1760.2 of Pavilion A located at 1100 Notre-Dame Street West at
Montreal.

The Bidder must submit its Bid no later than February 25, 2021 at 11:00 a.m. (ET).

Given the specific situation related to VIDOC-19, the campus of the École de technologie
is partially open. Therefore, the Bidder must
make an appointment to come and submit your Submission in person on paper.
Appointments can be obtained by writing to: soumissions@etsmtl.ca by no later than the 22nd day of the month.
February 2021 at 3pm. Bidders should note that appointments will be made at the following times
on limited time slots due to the partial opening of the campus.
The Bidder must transmit its Bid electronically via OACS or by courier,
by regular mail or in person at the above-mentioned civic address and premises.
Fax or e-mail are not acceptable methods of transmission.
Any Submission that does not comply with the above conditions will be automatically rejected.
Subject to the last paragraph of section 1.9, the Owner shall reject any Submission that does not comply with the conditions set out above.
Submission not received by the above date and time by the above-mentioned date and time for the
presentation of Submissions. In addition, the Owner is not responsible for any delays inherent in the
electronic transmission of Submissions via OACS or to the internal transmission of any submission on
paper that is not received directly at Supply Operations.
BID OPENING
The opening of Bids will not be conducted in the presence of an audience. The opening will be filmed in
presence of a witness immediately after the deadline for the transmission of the
Submissions. The Owner will file as soon as possible the registration of the opening of
Submissions in the ODS.
ELIGIBILITY REQUIREMENTS
Failure by a Bidder to meet any of the eligibility requirements described in
the present call for tenders renders it ineligible to submit a Bid. To this effect, the
Bidder :
registrations, certificates, accreditations and attestations required;
- must have carried out installations comparable to the one proposed, these installations must be
functional and trouble-free at Owner clients (the Owner reserves the right to
ask for references and validate them);
In particular, and without limiting the generality of the foregoing, the Bidder :
o must be an authorized reseller or manufacturer of the products for which it is bidding.
- must have requisitioned, completed and signed the Bid Documents on its own behalf only, such as
as set out in Article 1.10;
- must hold the Attestation from Revenu Québec as described in Section 1.14;
- and its directors must not have performed one or more of the actions described in the Attestation Form

- must meet the requirements of the technical specifications;
- must meet any other eligibility requirements set out in the Bidding Documents.
COMPLIANCE REQUIREMENTS
Any Submission with any of the following non-conformities will be deemed to be Non-Compliant and will be
automatically rejected :
- Failure to comply with the deadline date and time set for receipt of Bids;
- Form 1 was not used to submit the Bid, as required in Article 1.9;
- the price submitted was not indicated in Form 1, as required in Article 1.9;
- Form 1 was not signed by an authorized person as required in Article 1.9;
- a deletion or correction made to the submitted Price that has not been initialled;
- a Conditional or Restrictive Submission;
the fact that the electronically transmitted Submission was not made through the
OACS or the fact that it is unintelligible, infected or otherwise illegible once its integrity has been established by
the OAS;
- a Bid that is abnormally low priced within the meaning of the Certain Contracts Regulations; and
of procurement for public bodies;
- if the Bidder submits more than one Bid in response to this Invitation for Bids, all
Bids submitted by the Bidder will be automatically rejected. For the application
of this paragraph, the transmission of a Submission by electronic means and on paper
is deemed to be a multiple Bid submission;
- a Bid that does not comply with the technical specifications described in the Technical Specifications;
- failure to comply with any other condition of compliance specified in the Bid Documents; and
as resulting in the automatic rejection of a Submission.
In addition, a Submission transmitted in paper form that contains one of the following non-conformities
will be deemed non-compliant and will be automatically rejected:
- failure to comply with the location where the Bids are to be received;
- failure to return Form 1 to the Bid envelope;
- the Bid was not submitted in an opaque, sealed envelope, as required at
Article 1.10;
Any omission or error other than those referred to in the preceding paragraphs in respect of a
Submission will not necessarily result in the rejection of the Submission. The Owner may allow
the Bidder to correct it within a period of time to be determined by the Bidder. The correction must be made by the
satisfaction of the Owner and may not result in an increase in the price submitted.
In the case of a Submission transmitted by electronic means whose integrity has not been verified, the

UNSATISFACTORY PERFORMANCE EVALUATION
The Owner reserves the right to reject any Bidder who, during the two (2) year period
prior to the date of opening of Bids, was subject to an evaluation by the Owner of
unsatisfactory performance, has failed to respond to a bid or contract, or has been subject to an
termination of the contract due to its failure to comply with its terms.
FULL SUBMISSION FOR SINGLE TENDER
The Owner does not undertake to accept the lowest or any of the Submissions received, nor to carry out
the subject of this call for tenders, or to carry out only part of it and may, at its sole discretion, not
do anything in connection with this invitation to tender without any compensation to the Bidders.
