Description

The GRJR enters into contracts with youth aid providers to ensure the availability of specialized youth aid for residents of the participating municipalities. Under these contracts, the participating municipalities order individual youth aid and the GRJR has the resulting expenses. GRJR also has grant expenses based on its own grant decisions. Income consists primarily of contributions from the participating municipalities. Indicative size of operations: 2022 financial statements: €310 million, current 2023 budget: €279 million, 2024 budget €285 million. The GRJR has no equity, reserves and provisions (See Appendix 13 GRJR 2024 Budget). The GRJR board is responsible for the lawfulness of the expenses and income, and as a joint arrangement has an independent accountability obligation (including a lawfulness statement) regarding these expenses and income and the financial position.
The scope of the engagement consists of the audit and certification of the financial statements of the GRJR (the general audit engagement). The general audit assignment consists of the following activities:1. Carrying out audit activities and certification of the annual accounts of the GRJR (the general certifying function);2.
