Description

Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service of Canada (CSC), Learning and Development Division, requires commercial accommodation, room rental and catering services for recruits who will be attending the Correctional Training Program (CTP) at Port-Cartier, Quebec. Two (2) 14-week CTPs will take place during the period of this standing offer. Approximately 16 recruits will participate.
Objectives: Provide overnight accommodations for recruits attending the CTP. These lodging services include the provision of three meals per day on site or in a bring-your-own format, the availability of a conference room to allow for continuity of training in the event that training cannot be conducted at the facility, and the provision of transportation to and from the lodging location as needed.
Deliverables:
Accommodation
The Contractor must:

Provide to each recruit with one (1) single room;
Provide on-site service and designate a point of contact, in both English and French, to provide 24-hour service, seven days a week;
Provide hotel check-in from 6:00 a.m. to 1:00 a.m. the following day. Outside these hours, Contractor must provide secure baggage storage upon request.
Allow recruits to check out late until 3:00 p.m. without charge for an additional night to take into account the recruits’ travel time and/or any changes;
Provide free parking;
Make available a fitness center at the hotel or within five (5) kilometres of the hotel. Recruits must be able to use the on-site gym at no extra charge. If the fitness center is off-site, the cost will be the responsibility of the recruits ;
Provide the following features in single rooms :
No carpet;
Full private bathroom, including shampoo and soap;
One double or queen-size bed, work desk with chair, alarm clock, wardrobe and TV with free local channels;
Free High-Speed Internet;
Free local calls;
Ironing board and iron;
Weekly room cleaning, towel replacement and amenities, if required;
Sheets, bedding, towels, pillows and all other bedding must be provided to recruits;
Change of bedding at least once (1) a week.
Include on-site laundry services as part of overnight accommodation costs of two (2) washes and two (2) dryers per week per recruit. Recruits will be responsible for obtaining laundry products, which include, but are not limited to, detergents, fabric softener, etc. Conference Room rental




The Contractor must provide in the conference rooms :

one (1) or two (2) conference rooms that are locked up* (depending on room dimensions) to allow for social distancing between the 16 recruits and the four (4) trainers;
tables, chairs, projector and screen. * one (1) CSC employee will be responsible for the key to the boardroom.

Catering services et meal services
Contractor shall provide catering and meals as follows for all recruits participating in the CTP:
During working days
From Monday to Friday (except on statutory holidays*)
Breakfast
Lunch
Dinner
Continental or American breakfast, including choice of tea, coffee or herbal tea
Separate lunch bags including beverage.
Ready the same morning no later than 7:00 a.m.
Hot meal at the accommodation site including beverage
During statutory holidays* and weekends
Breakfast
Lunch
Dinner
Continental or American breakfast, including choice of tea, coffee or herbal tea
Hot meal at the accommodation site including beverage
Hot meal at the accommodation site including beverage
* Statutory Holidays : January 1st, Good Friday, Easter Monday, National Patriots Day, Quebec National Holiday, Canada Day, Labour Day, Thanksgiving Day, Remembrance Day, Christmas and Boxing Day.

On-site catering services for breakfast, hot lunches (excluding workday lunches) and hot dinners;
Workday lunches (Monday to Friday, excluding statutory holidays) must be provided in the form of lunch bags to each recruit prior to leaving in the morning for the Port-Cartier Institution. Ready the same morning no later than 7:00 a.m.;
Drinks are included in meal services;
The number of meals required during the Holiday Season will be determined based on the number of recruits who will remain at the accommodation site;
CSC agrees to notify the Contractor how many meals are required at least seven (7) days in advance; CSC agrees to notify the Contractor at least twenty-four (24) hours in advance if a meal is cancelled.


Additional services related to meals
The Contractor must provide the following additional services:

Contact person or person in charge of coordinating meal services;
Dining room to accommodate all recruits simultaneously while following social distancing measures;
Varied menus every day of the week with meal rotations for lunch (lunch bag) and dinner with a minimum of two (2) main menu choices. A two-week rotation of breakfasts and lunches to meet the standards of the Canadian Food Guide ;
Each meal must include a vegetarian choice;
Adapt the menu according to special diets related to their religious beliefs, dietary restrictions due to allergies and food intolerances. CSC agrees to notify the Contractor of any special diets or allergies at least five (5) days prior to the recruits’ arrival through the Program Service Manager ;
The Contractor must accommodate recruits who have dietary restrictions related to their religious beliefs; Approval or refusal of accommodation for a religious practice must be based on the circumstances, and each case will be considered on an individual basis taking all factors into account, such as availability and feasibility, and the health and safety of recruits and staff members. The Program Service Manager is responsible for determining what constitutes “reasonable efforts” as well as “feasibility and availability.”


Transportation
The Contractor must be able to provide, on request, transportation (bus) from the hotel to Port‑Cartier Institution located at 1, rue de l’Aéroport, Port-Cartier G5B 2W2 and/or from Port-Cartier Institution to the hotel (round trip) on any day of the week, Monday to Friday. CSC will provide three (3) to five (5) days notice to the Contractor for the required transportation services. The bus must be large enough to comply with social distancing measures for 16 recruits. The Contractor must disinfect the bus after each trip.
