1.0 Advanced Contract Award Notice
This Advanced Contract Award Notice (ACAN) is to signal the Village of Avonlea (the Village) intentions to contract with Kontzamanis Graumann Smith MacMillan Inc. (KGS Group) for the environmental services related to engineering design, tendering preparation and support, construction supervision, construction administration, and annual post-closure groundwater monitoring for the construction of a final cover at and closure of the Avonlea Landfill.  This agreement is established based on KGS Group being the most qualified service provider able to meet the requirements for this procurement given their history with the landfill and the Village.
Service providers that consider themselves able to meet the requirements identified in the Scope of Work below can challenge this action by submitting a written statement by 2:00 pm on Friday April 5, 2024, to avonlea@sasktel.net. If no statements are received in the ten (10) day posting, or if the Village determines that no other service provider meets the requirements set out in the ACAN, the Village will proceed to award the contract and no future procurement process will be undertaken.
