This is a Sources Sought notice to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement and determine whether a set-aside can be done.

REQUIREMENT Nutrition and Food Service Section at the following VA facilities seek to procure bread products 2-4 times throughout the week on a recurrent basis:

Item type and quantities will vary on a weekly basis with not all facilities consuming all these product types throughout the year.

General Specification: Bread shall be fresh. Bread shall not be more than 24 hours old upon arriving at receiving point. Bread shall be packaged in accordance with commercial practice. Bread shall not be frozen prior to arrival time. The package shall afford adequate protection against deterioration and physical damage during shipment from the supply source to the medical center.

All products furnished shall be processed, packaged, and labeled under sanitary conditions in strict accordance with guidelines provided by the U.S. Food and Drug Administration (FDA) and the U.S. Department of Agriculture, using the best commercial practices that are standard for the industry. All containers shall be clean, sound and securely covered or sealed to provide adequate protection from dirt, filth or contamination.

All products furnished shall be processed at plants that have passed inspection by the Federal Government and meet local and state health and business license requirements.

Deliveries shall be made as requested by the Contracting Officer Representative (COR) or his/her designee between 6:00am and 11:00am excluding Saturday, Sunday and Federal Holidays.

The NAICS 311812 is applicable to this acquisition; with a size standard of 1000.

Interested firms are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors will be required to be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award.
