Description

As a result of violent conflict in South Sudan, Somalia and other countries of the region, the number of refugees in the Kakuma Refugee Camp in Turkana County, Kenya, has risen to 185 500 refugees (UNHCR). Whereas water supply is relatively stable in the refugee camps due to humanitarian organisations, Kakuma town above all lacks sufficient financial and human resources to provide adequate basic water and sanitation services to the local population. The GIZ intervention of the Special Initiative Refugees in its field of cooperation (5) aims to improve access to water and sanitation services for both groups – refugees and the host community alike.The Firm of Consultants is responsible for the implementation of the area of intervention (5) “Improving Water Supply and Sanitation”. Activities implemented in Kakuma Refugee Camp, and Kakuma Town are closely interlinked but with a different focus due to different needs and authorities responsible. In Kakuma Refugee Camp the objective of the GIZ intervention is to improve the hygienic conditions through household toilets and hygiene promotion. In Kakuma Town the focus is on the preparation for investments in the public water and sanitation infrastructure combined with capacity development measures aiming at sustainable and financially vital operations of the WASH infrastructure. Small-scale infrastructure investments for the rehabilitation of the existing water infrastructure will be implemented by GIZ in parallel. The construction of a decentralized wastewater treatment plant (i.e. sludge drying bed) by GIZ shall serve the whole population.The consultancy will focus on the following fields of interventions:(1) Feasibility study and development of a masterplan for water and sanitation services;(2) Development of an operating concept and Business Plan for sanitation services;(3) Hygiene promotion;(4) Capacity Development for the local water and sanitation service provider.The Firm of Consultants will conduct a feasibility study (1). The results will enter into an integrated masterplan for water and sanitation service provision for Kakuma Town and Kakuma camp in line with the County Plan that shall guide investments in the sector and develop mid to long term perspectives. It shall consider in particular the different modes of service delivery in Kakuma Town compared to Kakuma refugee camp and Kalobeyei settlement and recommend options to ensure water to all.To ensure sustainability of newly constructed household toilets and faecal sludge treatment site by GIZ the Consultant will be responsible for the Development of an emptying concept for the household toilets incl. business model and the Development of an operating concept and business model for the decentralized wastewater treatment facility (2).The Consultant is expected to develop adequate materials and tools for hygiene sensitization (3) particularly for the households benefiting from the household sanitation programme but also for the wider public (potentially incl. schoolchildren). Special focus should be on aspects covering hand washing, menstrual hygiene and food hygiene. Girls and women should be specifically targeted through the proposed measures. The Consultant is expected to develop a comprehensive implementation concept, incl. schedules, budgets and all necessary tools.The Firm of Consultants will facilitate and provide advisory services to Turkana County on the institutional set-up of water and sanitation service provision in Kakuma Town, licensing and registration under the national Water Services Regulatory Board (WaSReB) in line with the County Water Bill. Based on this decision, the capacity development of the water service provider will be assessed and measures implemented accordingly to improve services (4).
