NASA/LARC has a requirement to expand its Integrated Structural Assembly of Advanced Composites (ISAAC) system by purchasing an 8-Tow Quarter-Inch Servo Creel Automated Fiber Placement (AFP) Head.
NASA/LARC intends to purchase the 8-Tow Quarter-Inch Servo Creel Automated Fiber Placement (AFP) Head from Electroimpact Inc. (EI), of 4413, Chennault Beach Rd., Mukilteo, WA, 98275. It has been determined that EI is the sole provider of the 8-Tow Quarter-Inch Servo Creel Automated Fiber Placement (AFP) Head which is compatible with the previously purchased ISAAC system from EI. It would take substantial duplication of resources and time for another source to provide the required service and this additional expense is not expected to be recovered through competition.
The Government intends to acquire a commercial item and services using FAR Part 12.
Provision for this JOFOC is made under the statutory authority of 10 U.S.C. 2304(c)(1).
FAR Part 13.5 procedures are used under the statutory authority of 10 USC 2304(g)(4)
which requires NASA to follow 41 U.S.C.1901(e).
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on 9/09/2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
NASA Clause 1852.215-84, Ombudsman, is applicable.
