This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of Other than Small Businesses and Small Businesses, including VIP-Verified Veteran-Owned Small Business (VOSB) or Service-Disabled Veteran-Owned Small Business (SDVOSB) prospective contractors relative to the North American Industry Classification System (NAICS) Code 511210 (Software Publishers) and the small business size standard is $38.5M.

Veterans Integrated Service Network (VISN) 12 is seeking to procure a contract for a Centralized Multi-Modality Radiation Informatics Software License/System. This is contemplated to be a BPA-/IDIQ-type contract. The Government is requesting that Other Than Small Businesses and Small Businesses, including VIP-Verified VOSB or SDVOSB sources respond if it can provide the products and services according to the statement of work (see the Products and Services and Statement of Work sections below) on a Brand Name or Equal basis (Bracco Diagnostics, Inc.).

Interested Other Than Small Businesses and Small Businesses including VIP-Verified VOSBs and SDVOSBs are required to submit an e-mail delineating:

Qualifications, capabilities, and experience for providing this product;

Business size/Socioeconomic status;

If the product is on the Federal Supply Schedule or the Open Market; and

Memo or correspondence which authorizes distributor to distribute the manufacturer s products (if applicable).

This is not a Request for Proposal or an announcement of a solicitation and no solicitation currently exists. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submissions will not be returned to the sender. VOSBs and SDVOSBs must be registered and verified in VIP for set-aside consideration.

STATEMENT OF WORK

The Clement J. Zablocki VA Medical Center located in Milwaukee, WI, Green Bay Health Care Center located in Green Bay, WI, and Oscar G. Johnson VA Medical Center located in Iron Mountain, MI require a radiation dose monitoring platform to monitor dose delivered by unlimited imaging modalities used at these facilities. The VISN would like to have the option to expand this to all VA facilities in the VISN including CBOCs.

SCOPE OF WORK:

The VA must implement a patient radiation dose tracking system to improve patient safety and reduce risk of radiation exposure. The system must be able to gather dose information from any ionizing radiation modality sent to our Agfa Healthcare Corporation Impax PACS system and Siemens Medical Solutions USA, Inc. Syngodynamics PACS systems. Images routed from these systems must be analyzed by the system and dose information stored on the exam and patient to a central database. From VA network-connected computers using a web browser, clinicians need to be able to view any patient radiation dose history and diagnostic procedure. The system must be TRM-approved for operation on the VA network and allow for a firm fixed price schedule for expansion of additional modalities and equipment replacement. Training shall be provided remotely by the vendor via the web and have unlimited phone support. Training sessions shall be held for each site and shall be repeated annually. The system application and database shall be located at the VA Milwaukee co-located with the VISN 12 PACS archive to reduce network traffic of large medical images.

Vendor shall provide remote assistance for installation in coordination with Clement J. Zablocki VAMC (Milwaukee) Biomedical Engineering staff. Vendor shall approve VPN access to the VA network for remote support. Vendor shall validate all modalities can have dose information extracted within 2 weeks of test images being sent.

The VA will provide the virtual server along with OS and database licensing for the product. VA will provide labor to program PACS for route images to the system for processing.

SOFTWARE REQUIREMENTS:

Software must:

Be TRM-approved

Have unlimited concurrent users

Have web browser interface

Have no active controls required by browser (zero footprint)

Allow for Active Directory Integration (LDAP) for system security

Have unlimited modalities, no additional costs for changes for validation of new modalities

IMPLEMENTATION REQUIREMENTS:

Each modality shall be validated by sending 2 image sets to the system per modality. Vendor shall provide a schedule for implementation after an information sharing kickoff post award.

Vendor shall send an official notice for acceptance after installation and validation processes are completed.
