This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of Other than Small Businesses and Small Businesses, including VIP-Verified Veteran-Owned Small Business (VOSB) or Service-Disabled Veteran-Owned Small Business (SDVOSB) prospective contractors relative to the North American Industry Classification System (NAICS) Code 334519 (Other Measuring and Controlling Device Manufacturing) and the small business size standard is 500 employees.

Veterans Integrated Service Network (VISN) 12 is seeking to procure Quality Assurance Software and Equipment for a Radiotherapy Beam Dosimetry System. The Government is requesting that Other Than Small Businesses and Small Businesses, including VIP-Verified VOSB or SDVOSB sources respond if it can provide the products and services according to the statement of work (see the Products and Services and Statement of Work sections below) on a Brand Name or Equal basis (Sun Nuclear Corporation).

Interested Other Than Small Businesses and Small Businesses including VIP-Verified VOSBs and SDVOSBs are required to submit an e-mail delineating:

Qualifications, capabilities, and experience for providing this product;

Business size/Socioeconomic status;

If the product is on the Federal Supply Schedule or the Open Market; and

Memo or correspondence which authorizes distributor to distribute the manufacturer s products (if applicable).

This is not a Request for Proposal or an announcement of a solicitation and no solicitation currently exists. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submissions will not be returned to the sender. VOSBs and SDVOSBs must be registered and verified in VIP for set-aside consideration.

STATEMENT OF WORK

Contract Title. 4D Quality Assurance Platform.

Background. The William S. Middleton VA Hospital will be opening a new Cancer Treatment Center (CTC) at or around 1st quarter FY20. The QA platform is to verify clinical radiation therapy plans. A 3D radiotherapy beam dosimetry QA system intended for the measurement of radiation dose distributions for the purpose of comparison with a simulated dose distribution in the same phantom geometry as calculated by the treatment planning system (TPS), that includes a time element making it 4D when identifying the source of errors.

Scope. The work will be done at the William S. Middleton Memorial Veterans Hospital in the new Cancer Treatment Center (location of server TBD). The Contractor will supply all of the requested equipment for this order. The price will include freight and installation. Additionally, training for the equipment will need to be conducted with all physicists and radiation therapy technicians. Due to construction completion, the facility is requesting that this request be completed at or around 15 Nov 2019.

Specific Tasks. The contractor is responsible for delivering the equipment to the facility, unpacking the equipment on site, and removing all packing materials from the facility. The contractor is responsible for set-up and installation of the software. The contractor will contact BioMed service chief (or designee) to schedule the installation. The contractor will complete the delivery, set-up, installation, and training within 30 days of scheduled date.

Performance Monitoring. The COR will be notified by the contractor once the equipment is installed and they have ensured that the unit is working appropriately. The COR will monitor performance and certify that the work has been done in accordance with the contract.

Security Requirements. N/A.

Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). The contractor is required to furnish all tools and equipment to set-up/install this equipment. GFE will not be furnished for this purpose.

Risk Control. N/A.
