This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is N0016719Q0165 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 334511 with a small business size standard of 750.00 employees. This requirement is unrestricted and only qualified offerors may submit quotes. The NAVSEA NSWC - Carderock requires the following items, Purchase Description Determined by Line Item, to the following:
LI 001: Remote Operating Vehicle (ROV)

FFP

The ROV system will be used to inspect the biological community below the waterline of Navy and MSC ships to support three current Navy projects on the baseline fouling condition of Navy and MSC ships, and experimental coated props. ROV must meet the technical specification attached., 1, EA;
LI 002: Customization for Wi-Fi

FFP

WiFi must be disabled in accordance with the technical specification attached., 1, EA;
LI 003: Neutral Tether

FFP

Two (2) 250ft, neutrally buoyant tethers in accordance with the technical specification attached., 2, EA;
LI 004: Training

FFP

one (1) training session class capable of training in accordance with the attached technical specification for a minimum of 4 people., 1, Job;
LI 005: Training Instructor Expense

FFP

Instructor's expenses for one (1) training session class associated with CLIN 0004., 1, Job;
LI 006: Custom Optical Glass Dome

FFP

Must come with one (1) optical dome replacement in accordance with the technical specification attached, 1, EA;

For this solicitation, NAVSEA NSWC - Carderock intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NAVSEA NSWC - Carderock is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes.
