1. The Department of Public Works and highways Quezon II DEO, through the 01101101 intends to apply the sum of P2,799,999.98 being the Approved Budget for the Contract (ABC) to payments under the contracts for 19CSDJ0001-0002. Bids received in excess of the ABC shall be automatically rejected at the opening of the Financial Proposals. 2. The Department of Public Works and highways Quezon II DEO now calls for the submission of “Expressions of Interest and accomplished Eligibility Documents for Parcellary Survey. “Expression of Interest and Eligibility Documents Submission Forms (EIEDSFs)” of interested consultants must be duly received by the Bids and Awards Committee (BAC) of the Procuring Entity on or before November 29, 2018 @ 10:00 A.M. at DPWH Quezon II DEO Dalahican Road, Lucena City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. Pre-Bid Conference will be on Dec. 6, 2018 @ 9:30 A.M at DPWH Quezon II DEO Lucena City. 3. The BAC shall draw up the short list of consultants from those who have submitted EIEDSFs and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act,” and its Implementing Rules and Regulations (IRR). The short list shall consist of three (3) to seven (7) prospective bidders, with five (5) as the preferable prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are: I. Experience of the Firm (35 pts. Max) II. Qualifications of key personnel (40 pts. Max) III. Job Capacity (25 pts. Max) 4. Bidding will be conducted through open competitive bidding on December 18, 2018 @10:00 A.M. and procedures using non-discretionary “pass/fail” criteria as specified in the IRR of RA 9184. Submission of Technical and Financial Components is on December 18,2018, not later than 9:30 A.M (i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 5. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection(QCBE), procedure. The Technical and Financial Proposals shall have weights of [65 and 35], respectively. The criteria and rating system for the evaluation of bids are provided in the Instructions to Bidders. 6. The contract shall be completed within the following duration: 19CSDJ0001 (340 C.D.) 19CSDJ0002 (340 C.D.) 7. The Procuring Entity will not adopt Electronic Bidding. 8. The Department of Public Works and Highways Quezon II DEO reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. 9.
