INVITATION TO BID (Public Bidding) The BFAR 08, through its Bids and Awards Committee (BAC), invites eligible suppliers to bid for the hereunder contract: NAME OF CONTRACT: 19-01-0071 Supply and Delivery of Milkfish Feeds to be used for the Distribution to the Beneficiaries of the SAAD Project in N. Samar. Approved Budget of the Contract: PHP 1,757,265.00 Contract Period: 30 calendar days Document Fee: Php 5,000.00 (Non-refundable) End-user: Loreginia P. Briones, PFO- N. Samar : 90 bags (25kgs) Milkfish Feeds (starter) 1200 bags (25kgs.) Milkfish Feeds (crumble) 480 bags (25kgs) Milkfish Feeds (grower) 360 bags (25kgs) Milkfish Feeds (finisher) Terms and Conditions: 1. That the winning bidder shall deliver the items after the Purchase Order has been accepted and upon advice by the end-user/project leader. 2. That the winning bidder shall deliver all items at RBAPC, Lavezares N. Samar. 3. That the payment be made after item has been completely delivered, and paper processed and inspected by BFAR Authorized representative. 4. Delivery period is 30 calendar days FOR PROCUREMENT OF GOODS: Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183. A complete set of Bidding Documents may be purchased by interested Bidders @ BFAR Regional Office 8, Marasbaras, Tacloban City and upon payment of a nonrefundable fee. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids. Bids will be opened in the presence of the Bidders’ representatives who choose to attend. Late bids shall not be accepted. Submission of Tax Clearance as part of the Eligibility Requirements; Amendment on the prescribed Omnibus sworn statement template on the PBD. Bidders SHOULD SUBMIT tax returns filed through the Electronic Filing and Payments System (EFPS). All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR). Bidders should have completed, within 5 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. Bureau of Fisheries and Aquatic Resources Regional Office (BFAR-RO8) assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids. And finally, the BFAR-8 reserves the right to accept or reject any bid, to annul the bidding process, and to reject the Bid at any time prior to contract award, without thereby incurring any liability to the affected bidder.
