Description

(1) The Hamburg Port Authority AöR (HPA), hereinafter referred to as the client (AG), is an institution under public law of the Free and Hanseatic City of Hamburg and stands for modern and sustainable port management, operates the water-side and landside infrastructure of the Port of Hamburg, increases safety and efficiency in the port, plans and carries out construction projects and is responsible for real estate management. In order to implement these diverse business processes, the HPA employs more than 1800 people with a wide range of tasks and conditions.

(2) In order to professionalize data and information management (DIM) in construction projects with special data management requirements and to make cooperation with external planners and executing companies more efficient, the AG intends to conclude a framework agreement for a Common Data Environment (CDE) as Software as a Service (SaaS).

(3) The functional scope of the Common Data Environment shall focus in particular on supporting the implementation of the Building Information Modeling (BIM) methodology in the projects. The technical requirements for the shared data environment are defined on the basis of the suitability criteria and the minimum requirements contained therein in the annex "Explanation of the evaluation of the suitability criteria".

(4) The Client intends to conclude a framework agreement with a contractual partner. Individual orders\/call-offs based on this framework agreement shall be awarded in accordance with the following conditions. The framework agreement therefore does not contain a firmly defined order volume that can be guaranteed. The aim is a contract term of 2 years. In addition, optional 1-year extensions are to be agreed (max. 6 times -> max. contract term of 8 years).
Individual project contracts are concluded with notice periods of 3 months to the end of the quarter.

(5) The objectives of this award and the introduction of a common data environment are
- Centralized data storage and transparent documentation
- Efficient implementation of the BIM methodology
- Intuitive working in the software
- Quick retrievability of data
- Structured and transparent task management

(6) The following services are to be awarded:
- Provision of a project room with a flexible number of user licenses (incl. maintenance)
- Implementation of needs-based training for the software
- Final and interim archiving (digital and analog)

(7) It is intended to conclude a framework agreement with a contractual partner as an EVB IT contract for the provision and maintenance of type A including general terms and conditions.
The term of the framework agreement is two years with optional one-year extensions. This option can be exercised up to six times, so that a maximum total term of up to eight years is possible.
It is also intended to agree project terms of up to 15 years at standard market prices. This is intended to ensure that major projects with long terms are guaranteed the respective project space, including corresponding support.

(8) The presentation of the project organization, taking into account all relevant roles, must be clearly mapped.
The license model, taking into account all required licenses, should be presented in tabular form if possible.
