This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualified Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) set aside pursuant to 38 U.S.C section 8127 and 8128. This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender.

The Department of Veterans Affairs, Hudson Valley Health Care System (HVHCS), has a requirement for the Renovation of the Sewage Treatment Plant (STP) Trickling Filter at the Castle Point VAMC.

The VA is looking to award one firm-fixed contract to cover this project. The contractor shall furnish all labor, tools, supervision, equipment, materials, supplies, permits, and other requirements necessary to complete the General Requirements and Scope of Work for the renovation of the STP Trickling Filter.

Among the items to be replaced under the Scope of Work include:

Replace trickling arm distribution system, rotary mechanical and pedestal, filter blocks, channels, vents, influent piping within the tank and underground piping. Media stone shall be disposed and replaced with plastic media system. Minor electrical, piping, valves improvements will be incorporated.

Replacement of existing infrastructure by pouring a new trickling filter tank base, installation of trickling filter tank walls, dome and stairs

System to maintain adequate filter media moisture/growth. (i.e., via internal recirculation pump)

Temporary by-pass treatment system will be operated and operate during the construction period.

Offeror s response to this Notice shall be limited to 5 pages and shall include the following information:

Offeror s company name, DUNS, Federal Tax ID, address, point of contact, title, phone number, and email address

Offeror s interest in bidding on the solicitation when it is issued to www.fbo.gov

Offeror s capability to meet this requirement including any current contracts (Civilian or Government) to include references (names and email addresses or at least phone numbers). Response must show clear and convincing evidence that your company has the capabilities and qualifications to provide this service to be considered as a source.

Expertise with work related to this project.

Capabilities shall demonstrate the SDVOSB and VOSB shall also show evidence that they will perform 51% of the work (additional 5 pages allowed). All parties are asked to identify any subcontractors that potentially could be utilized.

Offeror s type of business (small or large) and socioeconomic status whether Service-Disabled Veteran-Owned, Veteran-Owned, Hubzone, 8(a), Woman Owned, Small Disadvantaged, etc. Primarily seeking Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned (VOSB) and must be registered with VETS-4212 https://www.dol.gov/vets/vets4212.htm and verified with the seal in VetBiz https://www.vip.vetbiz.gov/ to be considered for this credit. Same for/with subcontractor.

The NAICS code being used is 238910 Site Preparation Contractors, and the Size Standard is $15M. Magnitude of Project is between $1,000,000.00 and $5,000,000.00

Simply responding as an interested party in www.fbo.gov doesn t constitute your company as a source. Offeror must provide the above requested information by the time and date specified to be considered a source. After review of the responses to this sources sought notice, a solicitation announcement may be published on the FBO website in the near future. Responses to this sources sought notice are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought notice.

All interested parties are reminded to be registered with the System for Award Management (SAM) at http://www.sam.gov prior to providing an offer/proposal to be eligible for award of Government contracts. ALL INTERESTED SDVOSB and VOSB FIRMS MUST BE REGISTERED IN VETBIZ.GOV AND VERIFIED BY VA CVE.
