The School of Professional Military Education (SPME) at Western Hemisphere Institute for Security cooperation (WHINSEC) provides a wide variety of educational programs consisting of leadership courses such as the Command and General Staff Officer Course (CGSOC), the Joint-Operations (JTO) course, and the Maneuver Captains Career Course-WHINSEC (MCCC-W), as well as some graduate level degree education programs. These programs require a tremendous amount of 'at home' study and preparation, and typically requiring students to read an average of 100-175 pages of material in Spanish per night in preparation for informed, graduate level discussions in the classroom. WHINSEC does not have the capability to filter the reading volume & understanding capacity of students arriving for its courses, and although it is expected that students are capable to ready at an undergraduate level, the reality is that many struggle due to the sheer volume and complexity of the assigned readings. This issue is compounded by the fact that US personnel is required to ready the courses' materials in Spanish. Other Army education centers such as the Maneuver Center of Excellence, Fort Benning, GA, the Command & General Staff College at Fort Leavenworth, KS, and the Special Warfare Center at Fort Bragg, NC; offer its students some seminars to develop their speed reading and retention skills - so that they are better posture for success in their courses. WHINSEC do not offer these seminars or workshops for students attending their Professional Military Education (PME) courses, even when the level of reading difficulty is increased due to the complexity and richness of the Spanish language.
 The School of Professional Military Education (SPME) at WHINSEC is looking to have provided a seminar that would increase the student's speed of reading and retention of read materials by at least 25% from their stating point. The contractor shall deliver a 4-hour Speed Reading skills seminars or workshops in Spanish at bldg. 396 (WHINSEC) for SPME faculty and students using a combination of large sessions and multiple small group venues. The workshops or seminars shall include: A) Initial test of the group to be trained to assess entry level. B) An initial large scale introduction to all students attending the workshops, C) Multiple, concurrent small-group seminars /workshops to hone in on the necessary skills to read at an accelerated space and to increase retention of material in Spanish, D) At least 1 hour of focused practical exercises in small group setting. E) An exit test to assess progress made as result of the Seminars or workshops.
