Description
Færder kommune [Færder Municipality] will offer users with a need for user-controlled personal assistance a user selection of private BPA suppliers by establishing a scheme with a limited number of service concessions entered into with Færder Municipality.The BPA scheme will be established with up to six suppliers.Any excess suppliers will be selected based on best capacity beyond the minimum requirements set in the tender documentation point 3 - Qualification requirement - ‘Supplier’ capacity; requirement 1’.In this connection the supplier is asked to provide the maximum number of hours per week the supplier has the capacity to provide in total.If it is not possible to separate excess suppliers through use of a maximum capacity, a lottery draw will take place among the suppliers who have possible stated equal capacity.
User-controlled personal assistance BPA will contribute to giving people with assistance needs the opportunity to live an active and best possible independent life. With BPA, one must be able to take care of obligations, interests, needs and wants of all other citizens to the greatest degree possible.When the services are organised as a BPA scheme it is the user, possibly with assistance, who organises and manages the work with the assistants (supervisors).The service concession contracts will apply to Færder Municipality from 01.01.2022.The contract value is anticipated to be approx. NOK 60 million for the entire contract period (up to five years).Færder Municipality has about 26,700 residents and in 2021 provides user-controlled personal assistance to 17 persons, of which two are under 18 years of age. The number of BPA schemes varies somewhat from year to year, based on moving out/moving in and increases/reductions. The number of hours allocated in 2021 is approx. 35,000, and the contracting authority’s budget for 2021 is NOK 15.3 million.
